New on-chain* settlements leveraging blockchain technology, such as Tokenized Deposits (hereinafter TD) and Stablecoins (hereinafter SC), are rapidly gaining social penetration globally. A key issue that arises in this context is multi-bank compatibility. For instance, if multiple banks tokenize deposits and users can transfer TDs across banks, the method for conducting interbank settlement becomes a crucial point of discussion.

In this proof-of-concept, verification will proceed based on the fundamental concept that 'interbank settlements for on-chain user-to-user transactions will also be completed on-chain'.

That is, it is assumed that interbank settlements for TD transfers between users across multiple banks will be conducted on-chain. By making all transactions 24/7 RTGS (Real-Time Gross Settlement), the aim is to reduce settlement risk, required liquidity, and operational load, and verification will be conducted from perspectives such as legality, usefulness, and feasibility.

There are mainly two implementation methods to be verified. The first is the TD lead bank method, where one private bank acts as the lead bank, simultaneously handling user-to-user transfers on TD and interbank settlements on TD within the lead bank. The second is the TD-SC linked method, where interbank settlements related to user-to-user transfers on TD are conducted using SC.

On March 3, 2026, Bank of Japan Governor Ueda mentioned the possibility of 'tokenization of central bank money' during FIN/SUM 2026. In this proof-of-concept, we intend to actively participate in future discussions and verifications while keeping a close eye on such developments.

Many financial institutions are participating in this proof-of-concept, and from the perspective of Japan's payment infrastructure supporting next-generation finance, we will jointly promote discussions on reducing interbank settlement risks and creating new business opportunities.
