Hosei University (Lead Researcher: Professor Korehiko Nawata) and Machida City have compiled and published the final report of the 'Joint Research on the Future of Local Communities in Machida City,' which has been conducted over the two years of FY 2024-2025. This research aimed to grasp the current state of local communities and work toward making infrastructure essential for civic life, such as welfare and disaster prevention, sustainable.

## Research Framework

Organizational Structure:
[Research Secretariat] Lead Researcher, academic experts, and municipal departments in charge (Citizens' Collaboration Promotion Division, General Welfare Division, Disaster Prevention Division)

## Current Status and Issues of Local Communities in Machida City
The research identified three main points regarding the strengths and issues related to local communities.

(1) Citizens' attachment and intention to settle are steadily increasing
Citizens' attachment to the community and their intention to settle down are steadily growing. Additionally, the younger generation has a latent desire to 'contribute to the community.' Based on this foundation, it is necessary to enhance community power while creating spaces for citizens to connect.

(2) The decline of community power is an issue
Along with changes in social structure and lifestyles, participation rates in neighborhood associations and willingness to participate in activities are decreasing. Neighborhood associations feel that the burden is unevenly distributed among presidents and certain officers, and there is a shortage of personnel capable of taking on leadership roles. Furthermore, the number of candidates for commissioned child welfare volunteers and volunteer fire corps is also decreasing, necessitating a review and strengthening of organizational structures.

(3) There are signs toward the realization of 'sustainable local communities'
While the decline in community power is a challenge, it has also become clear that many citizens have a latent desire to 'cooperate for the community.' It is necessary to work with the community to create flexible mechanisms and environments where people can proactively engage according to their respective interests and skills, thereby unearthing this latent power.

## Roadmap Toward the Realization of Sustainable Local Communities
Based on three policies, we have drawn up a roadmap outlining specific steps to be taken collaboratively by citizens, local activity groups, specialized agencies, and the government.
