Ministry of the Environment Publishes FY2026 Edition of the White Papers on Environment, Cyclical Society, and Biodiversity

The three white papers—the White Paper on the Environment, the White Paper on the Sound Material-Cycle Society, and the White Paper on Biodiversity—are annual reports submitted to the Diet based on respective laws.

To clearly present the overall picture of environmental issues, the three white papers are edited and compiled into a single volume.

The FY2026 edition of the White Papers on Environment, Sound Material-Cycle Society, and Biodiversity has been approved by the Cabinet today and is hereby published.

　　　Strengthening and Enriching Japan through a Circular Economy

　The purpose of environmental policy goes beyond merely reducing environmental impact. It aims to protect people's safety and security and to realize prosperous lives and well-being for all generations, including future ones. As environmental challenges such as climate change, resource constraints, and ecosystem degradation affect our society, economy, and daily lives, environmental policy is increasing in importance as a foundation supporting the sustainability of society as a whole. The transition to a circular economy leads to new growth. Amidst intensifying global competition for resource acquisition, reducing dependence on natural resources and stably securing recycled resources in terms of quality, quantity, and cost is essential not only for environmental conservation but also for ensuring economic security, industrial competitiveness, and regional sustainability. The circular economy is the foundation that supports other environmental measures such as decarbonization and the conservation and restoration of the natural environment, and it is the key to transforming the very structure of our economy and society. By advancing the circular economy, carbon neutrality, and nature restoration in an integrated and coordinated manner, we aim to realize a sustainable society.

　From this perspective, this white paper outlines recent environmental conditions, policies, and other matters under the theme 'Strengthening and Enriching Japan through a Circular Economy.'
