Inuneko Seikatsu Welfare Foundation Establishes "Life Safety Net Fund" for Emergency Rescues of Multi-Animal Hoarding Cases

The General Incorporated Foundation Inuneko Seikatsu Welfare Foundation (Headquarters: Tokyo, Chairman: Jun Sato, hereinafter "the Foundation") has decided to establish the "Life Safety Net Fund" (hereinafter "the Fund") for the purpose of providing emergency support to multi-animal hoarding sites and similar situations.

Inuneko Seikatsu Co., Ltd. (Headquarters: Shinjuku-ku, Tokyo, Representative Director: Jun Sato, hereinafter "Inuneko Seikatsu") will plan and contribute funds to this Fund to support multi-animal hoarding sites, which are emerging as serious social issues in various regions, and to save as many lives as possible. Starting today, Inuneko Seikatsu will conduct awareness activities through social media to spread knowledge about the issue of multi-animal hoarding, and Inuneko Seikatsu will make donations to the Fund based on supportive actions from social media users.

Applications for grants targeting organizations engaged in support activities at multi-animal hoarding sites will begin in early June, and support will be provided sequentially thereafter.

■ Background of Establishment: The Necessity of "Intermediate Support" to Stop the Cycle of Multi-Animal Hoarding

While the number of euthanized dogs and cats in Japan is on a downward trend, the problem surrounding "multi-animal hoarding" has become a serious social issue in various regions. In particular, cats, due to their strong reproductive capacity, can multiply at an unexpected speed if proper spaying/neutering is not performed. Coupled with the isolation and impoverishment of owners, this develops into a multifaceted social issue that not only deteriorates the animal's living environment but also leads to the owner's financial ruin and local troubles.

To achieve zero euthanasia, it is essential to intervene before the situation becomes severe and to "stop the breeding cycle (turn off the tap)" through spaying/neutering. This Fund will financially support the mobility of frontline animal protection organizations in the rescue and breeding prevention phases, which are the entry points for solving this problem. By establishing a rapid screening and payment system, the Fund aims to deliver necessary funds to necessary places as quickly as possible when needed, thereby reducing the burden on the field and backing up rescue activities.

■ Implementation of SNS Awareness Activities and Execution of Donations

In conjunction with the establishment of this Fund, an SNS campaign will be conducted on Inuneko Seikatsu's official X (formerly Twitter) and Instagram accounts to raise awareness about the social issue of multi-animal hoarding among more people.

While widely promoting the reality of multi-animal hoarding, where animals "quietly multiply in unintentional isolation," and the importance of spaying/neutering to stop this cycle, Inuneko Seikatsu will donate "support actions" from users as contributions to this Fund, and the full amount will be delivered to the grant-eligible organizations.

For every 1 action on social media by users, Inuneko Seikatsu will donate "120 yen" (named after 1=wan, 2=nyan) to the "Life Safety Net Fund."

Donation Mechanism and Goal: The number of eligible actions on X and Instagram will be totaled, and Inuneko Seikatsu will donate 120 yen per action. To raise awareness about this issue among more people and save more lives, a total of 10,000 actions (total donation up to 1.2 million yen) will be set as the achievement goal and maximum donation amount for this campaign.

■ Overview of the Fund and Public Call for Grant Recipients

This Fund will be managed by the Foundation in a neutral position, and grant recipients will be decided after a fair review by a committee composed of third-party experts.

【Fund Composition and Goals】

This Fund aims for early achievement of a target scale of 10 million yen by combining the following sources:

Donations from Inuneko Seikatsu: Inuneko Seikatsu will contribute up to 1.2 million yen as initial capital.

Endorsement donations from corporations and individuals: In the future, donations from companies and individuals who endorse the purpose of this project will also be widely accepted.

Grant Recipients: Animal protection organizations active at multi-animal hoarding sites or sites at risk of multi-animal hoarding. (Priority will be given to cases where owners are in tax-exempt households or pension-receiving households, making it financially difficult to cover surgery costs).

Support Content:

Subsidies for spaying/neutering costs: The highest priority support to prevent further breeding.

Subsidies for emergency medical expenses: Treatment costs for diseases contracted in poor environments.

Material support for environmental improvement: Provision of food and hygiene products to continue proper animal keeping.
