Forum Overview
Purpose of the Lecture
With the enactment of the Children's Basic Act, policies to protect children's rights are being implemented. However, the situation surrounding children is becoming more severe, with an increase in suicides among elementary, junior high, and high school students, a rise in arrests for cannabis and other drugs, and persistent issues of child poverty.
This autumn, the Japan Society for the Prevention of Child Abuse will hold its annual conference in Osaka. In preparation for this, and co-hosted by the conference and the Japan Association for the Prevention of Child Abuse, we have decided to hold an event on the theme of "Children Without a Place." This will be an opportunity to consider the problems of older children who have been placed in the gaps of support measures, such as children who are only expected to fulfill the role of a mother due to pregnancy and whose rights as children are not protected, children who drop out of high school, and children who have suffered long-term damage without being eligible for protection as children in need of care.
Many of the problems faced by these young people can be traced back to having lost their place in their homes, schools, and communities from an early age. For this reason, we hope that not only those involved in welfare and maternal and child health, but also teachers in elementary, junior high, high, and special needs schools, school social workers, and school counselors, among many others, will participate and consider what they can do from their respective positions.

Noriaki Imai, Chairman of Certified NPO D×P
During high school, he established a medical support NGO for children in conflict-ridden Iraq and traveled there for its activities. Due to being in a conflict zone, he was taken hostage by armed groups. After returning to Japan, he faced backlash with the term "self-responsibility" and developed anthropophobia, but recovered with the support of friends after entering university. By chance, he met young people who had experienced truancy and dropping out, and his own experiences resonated, leading him to establish NPO DxP in 2012.
He launched the LINE consultation "Yukisaki Chat" as a reliable resource for young people who are economically disadvantaged and prone to isolation at home. He also operates a youth center in the entertainment district of Osaka Minami, conducting outreach activities, and continues to disseminate information on social media with the mission of listening to and conveying the voices of young people.
