Child Safety Event: Adult Learning to Protect Children from Sexual Violence on 6/6 in Tokigawa, Saitama

NPO Niji no Ito (Tokigawa Town, Saitama Prefecture), an organization dedicated to promoting sexual education, will host a lecture entitled "To Prevent Children from Becoming Perpetrators or Victims of Sexual Violence: What We Can Do Now" on Saturday, June 6, 2026, in Tokigawa Town. The guest speaker will be Akika Saito, who has been involved in the clinical treatment of over 3,500 sexual offenders.

Sexual violence against children is often described as the "tip of the iceberg," with many cases of victimization and perpetration remaining hidden. In this context, there is a pressing need to examine education for prevention from the perspective that "perpetrators are also born within society."

Underlying factors include:
- Lack of opportunities to learn comprehensive sexuality education, including sexual consent.
- Power imbalances between adults and children, teachers and students, or seniors and juniors.
- Gender inequality rooted in persistent patriarchal values.

Experts also point out that sexual offense is not something committed only by "special people"; anyone could potentially become a perpetrator in the absence of proper knowledge and learning about relationships. To ensure children become neither perpetrators nor victims, comprehensive learning that includes understanding consent and relationships built on mutual respect is indispensable.

Driven by this awareness, this lecture features an expert with years of experience in the clinical treatment of sexual offenders.

[Profile of Akika Saito]
Vice Director of Nishikawaguchi Enomoto Clinic (Mental Health Social Worker / Certified Social Worker). Born in Shiga Prefecture in 1979. After graduating from university, he spent 25 years as a social worker at Enomoto Clinic, one of Japan's largest addiction treatment facilities, working across various addictions, primarily alcoholism. He assumed his current position in October 2024. His specialty is perpetrator clinical studies; to date, he has been involved in the treatment of over 3,500 sexual offenders and works on practice, research, and awareness activities regarding comprehensive community treatment, including family support. He is active in drug abuse prevention education in elementary and junior high schools and addiction education in universities. His activities, including nationwide lectures, are frequently featured in the media.
He serves as a member of the Tokyo Metropolitan Government Committee for Fact-finding on Groping Damages, Advisor to the Groping Deterrence Activity Center, Advisor to the Ai-no-Kai (Kanto Traffic Crime Victims Association), Vice President of the Japanese Society for Related Problems of "Sexuality and the Mind," and an external expert for monitoring at STARTO ENTERTAINMENT, among other roles. His numerous publications include "'Pedophilia' as a Disease," "Sexual Offenses Against Children," and "Men Who Cannot Stop Voyeurism."
