1. Unveiling the Structure of "Silent Organizations" and Offering Solutions
The book categorizes the symptoms of organizational silence into six types and presents "Feedback Management," which consists of three pillars for their resolution. It logically explains the root causes of organizational issues, which have often been perceived intuitively, with concrete examples.
2. Transformation Practices from Six Company Executives
Part 5 introduces real-life cases from six companies (Sumitomo Pharma, KITZ, Fujitsu, Deloitte Touche Tohmatsu, AstraZeneca, and Yayoi) that have tackled feedback management. In each case, the executives themselves recognized the lack of employee voice circulation as a management issue and personally initiated reforms.
3. The Author Himself Created a "Silent Organization"—Born from Failure and Regeneration
When Masamune Mimura, the author, became the first president of Concur Technologies, Inc. in 2011, he inadvertently created a silent organization while pursuing immediate results. Through repeated dialogue with employees, he found a breakthrough in feedback.
Through continuous trial and error, and by engaging with feedback as a manager, he established a domestic record of seven consecutive years of first place in the Great Place To Work® Japan "Best Workplaces" ranking (medium-sized companies) starting in 2018. Simultaneously, Concur Technologies, Inc.'s performance improved, achieving a sales scale that was unusual for a foreign-affiliated IT company and second only to that in the US market.
This book systematizes Mimura's accumulated knowledge as "Feedback Management" and organizes the elements necessary for its practice, presenting them as a highly reproducible method.
4. Empirical Evidence Based on an Original Survey of 2,060 Full-Time Employees
An original survey of 2,060 full-time employees in Japan was conducted for the writing of this book. It clarifies the structural causes of "silent organizations" and the differences from organizations where employee voices circulate, adding empirical evidence to engagement reform.

After graduating from Keio University, he joined SAP Japan Co., Ltd. as a founding member. After working at McKinsey & Company, Better Place Japan, Inc., and others, he joined Concur Technologies, Inc. in 2011. As President and Representative Director, he thoroughly pursued the creation of an organization that utilizes the voice of each employee in management, achieving 7 consecutive years of first place in the "Best Workplaces" ranking (a Japanese record). In 2018, he published "The Way to Create the Best Workplace," summarizing the essentials of organizational development. In "Minna no Feedback Taizen" (Everyone's Feedback Compendium), published in 2023, he compiled his knowledge as a practitioner of feedback culture, which is now in its 12th revised edition (as of April 2026). In 2024, he established U-ZERO Inc. with the ambition to raise the overall employee engagement in Japan. Based on his experience as a manager who continuously engaged with the front lines, he is working on the social implementation of "Feedback Management."
