["True Reasons for Turnover" Revealed Over 10 Years]

Our company opened Hiroshima City's first company-sponsored daycare center (free tuition) with an adjacent office in June 2016. By integrating childcare, staffing, office operations, and career support, we created an environment where mothers raising children could continue working with peace of mind. As a result, over the past 10 years, a total of 637 mothers have been employed, achieving a high re-employment rate of 95.5%.

Through 10 years of practice, we have come to understand that "the desire to work is not stopped by individual will, but by a lack of supportive structures for continuation." In many workplaces, differences in family circumstances have been treated as individual "issues" and turnover has been deemed "personal responsibility." This report was published to share this invisible barrier with society as a whole and to propose solutions.

[Real Data Supporting Our Recommendations]

A survey of 101 of our staff members reveals the harsh realities after childbirth in numbers:

- Work style changed due to childbirth: 94% - Working hours decreased postpartum: 79% - Easier to work with family cooperation: 60% - Want to work more if there were fewer constraints: 73%

What decreased postpartum was not ability, but available time. Expecting the same performance as before childbirth fails to adequately consider the circumstances. The data clearly shows that the barrier to continued employment is not a lack of motivation, but an underdeveloped environment.

[The Core of Our Recommendations: What is "Supportive Design for Continuation"?]

This report categorizes the factors leading to turnover into a three-tiered structure: family, workplace, and society. Of particular note is the "Four Family Environment Types Diagnosis," derived from the degree of partner cooperation and the presence of relative support. Instead of uniform support, we propose specific measures for "supportive design for continuation" that companies and society should implement, prioritizing and approaching support tailored to individual circumstances.

Until now, continuing to work has often been left to "individual mothers' efforts" or "strong willpower." However, the most important lesson we have learned from 10 years of practice is that the desire to work is never stopped by a lack of personal will, but by a "lack of supportive design for continuation."

Systems that allow people to continue working while raising children should not be special considerations, but the "standard" required for the future society. We hope this proposal will serve as a catalyst for dialogue to build a "society that supports continuation" together.
