## Oceanic Constellations Signs Partnership MOU with NYK Line for 'Offshore Space Infrastructure Business'

Oceanic Constellations (the "Company") has entered into a Memorandum of Understanding (MOU) with NYK Line on May 21, 2026, to pursue the realization of space-related business utilizing the ocean, such as offshore rocket launches (the "Offshore Space Infrastructure Business"). This collaboration expands upon the "MOU on Offshore Recovery of Reusable Rockets" announced on June 5, 2025, and the "Development Contract for Integrated Scenario Verification System for Reusable Rocket Offshore Recovery" announced on January 20, 2026. The parties have now agreed to collaborate on the entire Offshore Space Infrastructure Business, including rocket launches, beyond just offshore recovery of reusable rockets.

In Japan's space development utilization, ensuring autonomy and resilience is a critical policy issue. With the advancement of small satellite constellations, the expansion of low-earth orbit utilization, and the diversification of orbital activities including private space stations, the importance of flexibly securing launch opportunities, communication networks, and retrieval/return means is increasing. Conversely, the concentration of rocket launch sites and ground stations on land can create constraints in launch azimuth, tracking/control, communication visibility, safety zones, and securing recovery sea areas. Utilizing the ocean can compensate for these constraints, enabling increased operational flexibility for space transport, satellite communications, and down-mass recovery. The Company will continue to work with NYK Line to promote the Offshore Space Infrastructure Business and contribute to the construction of new foundational infrastructure that supports Japan's space activities.

Furthermore, the Company is implementing its "New Ocean" strategy to contribute to Japan's competitive advantage as a marine startup. The New Ocean strategy is a vision to create new industries by implementing three 'New' elements based on the world-class maritime industries and technologies accumulated by Japan's maritime cluster: "Unmanned/Labor Saving," "Fusion of Maritime Cluster and New Startups," and "Cross-industry Collaboration between Ocean and Other Sectors." This partnership realizes "Unmanned/Labor Saving using USVs," "Maritime Company x Startup," and "Ocean x Space" simultaneously, marking a significant step in connecting the strengths of Japan as a maritime nation to next-generation space infrastructure.

Both ocean and space are frontier areas of growing importance from the perspectives of Japan's growth strategy, economic security, and industrial competitiveness. As the government advances discussions on upgrading the marine industry and creating new industries, such as the establishment of a working group for the marine industry at the Japan Growth Strategy Council, this collaboration is a concrete, private-sector-led social implementation initiative that bridges the maritime and space industries. Together with NYK Line, the Company will contribute to the development of both the maritime and space industries through the Offshore Space Infrastructure Business, contributing to the creation of new growth industries born in Japan and their international expansion.

Founded in November 2023 in Kamakura, Oceanic Constellations is a marine startup composed of members from diverse fields including maritime, space, IT, academia, automotive, government, and aviation. Since its inception, the company has raised approximately 4 billion yen in total funding and currently has a team of nearly 50 members.
