Tokyo Environment Corporation and NTT DX Partner to Support 300 Tokyo SMEs in Decarbonization Management

To promote decarbonization management among small and medium-sized enterprises (SMEs)—which holds the key to reducing CO2 emissions—the Tokyo Metropolitan Environment Public Corporation, a policy collaboration entity of the Tokyo Metropolitan Government, launched the "Support Project for Formulating Plans toward Corporate Decarbonization Management (Visualization Initiative Support)" in FY2025. In FY2026, the second year of the project, NTT DX Partner Corp. (Shinjuku, Tokyo; Takashi Abe, President and CEO) has been selected to drive this initiative.

This project targets 300 SMEs in Tokyo, providing integrated support from the understanding of CO2 emissions to the formulation and execution of reduction plans through three main pillars: "Support for Visualizing CO2 Emissions," "Support for Human Resource Development," and "Proposals for CO2 Reduction Initiatives." By providing user-friendly mechanisms and hands-on support that do not require specialized knowledge, the project enhances the effectiveness of decarbonization management for SMEs. Furthermore, by creating a ripple effect reaching business partners and related companies, including large enterprises, it promotes the steady expansion of decarbonization efforts, thereby contributing to the realization of the "Zero Emission Tokyo" advocated by the Tokyo Metropolitan Government.

1. Background and Objectives
Toward realizing the "2050 Carbon Neutral" goal shared by countries worldwide, including Japan, reducing CO2 emissions has become an unavoidable management issue for all companies. Particularly for SMEs, decarbonization management is not merely an environmental response, but an "evolution of the business itself" leading to increased corporate value and sustainable growth. However, only about 25% (one in four) of SMEs have grasped and visualized their CO2 emissions, indicating that the starting point of "visualization" has not progressed sufficiently.

The underlying challenges include the "burden of costs and expenses" and the "lack of specialized knowledge and human resources," preventing many SMEs from taking the first step. In addition, corporate decarbonization cannot be completed by a single company alone; it is predicated on efforts across all corporate activities, including the supply chain. Decarbonization of SMEs is essential for large companies as well, requiring integrated efforts from both sides.

Given this situation, the project aims to establish "visualization of emissions" as a reliable starting point, providing integrated support all the way to "concrete reductions." In addition to accurate calculation of CO2 emissions, the project provides hands-on support for developing highly effective reduction plans tailored to each company's situation through face-to-face study sessions for HR development, energy-saving diagnoses by experts, and individual consultations. By supporting tangible actions toward reduction rather than merely stopping at visualization, the project aims to increase the effectiveness of SME initiatives and establish and expand decarbonization efforts among Tokyo SMEs.

2. Details of Initiatives
Through the three pillars of "Support for Visualizing CO2 Emissions," "Support for Human Resource Development," and "Proposals for CO2 Reduction Initiatives," the project provides end-to-end backing for the realization of decarbonization management in SMEs. Leveraging the expertise in decarbonization support cultivated by NTT DX Partner, the project offers practical, hands-on support designed so that companies can smoothly start and continue their efforts according to their actual conditions, even without specialized knowledge or dedicated staff.

(1) Support for Visualizing CO2 Emissions
To grasp CO2 emissions—the starting point of decarbonization management—the project supports the introduction of visualization systems. Depending on the company's situation, they can choose from three services: C-Turtle (NTT DATA Corp.), CO2MOS (NTT Docomo Business Corp.), and invox Carbon Accounting (invox Inc.). These services can be used free of charge during the support period. All systems are fully supported from introduction to operation through a dedicated portal site and inquiry desk, allowing even beginners to utilize them with peace of mind.

(2) Support for Human Resource Development
To develop personnel who can autonomously promote decarbonization management within the company, the project provides a dedicated portal site featuring learning content, explanatory videos for each system, and Q&As. The inquiry desk (email/phone) also handles individual questions carefully. Furthermore, face-to-face study sessions will be held exclusively for participants during the project period. The one-day program covers: 1) explanation of the significance and basic knowledge of CO2 calculation, 2) hands-on support for the visualization systems, and 3) energy-saving self-diagnosis and review. This integrated support from understanding to practice ensures that participants can continue learning and practicing continuously via the portal site even after the study sessions.

(3) Proposals for CO2 Reduction Initiatives
To translate visualized CO2 emissions into concrete reduction actions, the project provides support using an "Energy-Saving Self-Diagnosis Tool" that is easy for SMEs to implement.
