This tool is a free web tool that allows individuals who own real estate in Osaka City to easily check the validity of the appraisal value stated on their annual fixed asset tax statement.

Diagnostic Results Displayed:

1. Appraisal Value Validity Score (4 levels: A-D)

The entered appraisal value is compared with the official land prices and inheritance tax valuation road ratings in the same ward, and its validity is displayed as a score. Fixed asset tax appraisal values are generally set as a guide at approximately 70% of the official land price, and the score is calculated based on the degree of deviation from this standard.

2. Ward-specific Appraisal Value Trend Report

Displays the appraisal value trends for the selected ward. For example, for Kita Ward and Chuo Ward (city center), where commercial and residential areas are mixed, notes are displayed regarding cases where changes in land use zones affect appraisal values. For Suminoe Ward and Konohana Ward (waterfront areas), notes are displayed regarding the possibility of land price fluctuations due to development related to the Expo.

3. Building Age Depreciation Check

Checks whether the depreciation adjustment rate based on age for each structure is appropriately applied to the building's appraisal value. For old condominiums (RC and SRC structures), the building's age-related depreciation may not be fully reflected in the tax statement, in which case it is displayed as "To be confirmed."

4. Analysis of Overpayment Risk Factors

If there is a possibility of overpayment, the potential contributing factors (such as unreflected changes in land use zones, unapplied small-scale residential land exemption, insufficient age depreciation) are displayed in a list.

The appraisal value check in this tool combines the following data sources and logic:

・ Official Land Price Data: References the official land prices announced annually by the Ministry of Land, Infrastructure, Transport and Tourism by ward

・ Inheritance Tax Valuation Road Rating Data: Regional road rating levels based on the National Tax Agency's inheritance tax valuation road rating maps

・ Age Depreciation Adjustment Rate Table: Adjustment rates by structure and age specified in the fixed asset appraisal standards of the Ministry of Internal Affairs and Communications

・ Residential Land Special Provision Determination: Application determination for small-scale residential land (taxable standard amount 1/6) of 200㎡ or less and general residential land (taxable standard amount 1/3)
