Background: Why Transportation Industry Reporting Has Become More Complex
Starting April 2024, overtime work hour limits (960 hours per year) have also been applied to automotive driving operations. Accompanying the so-called "2024 Problem," there is an increase in businesses reviewing their operational management systems and changing the number of vehicles, leading to an increase in the types and frequency of reports.
According to statistics from the All Japan Trucking Association, there are approximately 62,000 trucking companies, of which over 99% are small and medium-sized businesses (Source: All Japan Trucking Association). For businesses without a dedicated management department, managing multiple reports within deadlines is a significant burden.
How the New Tool Works
The transportation industry reporting checker automatically determines the necessary reports simply by inputting the business's basic information and the latest changes.
Input Items
- Type of Permit (General Cargo / Specific Cargo / Light Cargo)
- Permit Date
- Number of Owned Vehicles
- Number and Location of Business Offices
- Changes in the Past Year (Number of Vehicles / Business Offices / Officers / Operations Managers)
Check Results
- List of Required Reports (with submission destination, deadline, and attached documents)
- Display of Expired/Nearly Expired Report Alerts
- Next Permit Renewal Date (every 5 years)
- Deadline for Submission of Financial Year Change Report
Reports Requiring Special Attention Due to the 2024 Problem
Report of Change in Operations Manager
To comply with overtime work hour limits, a report is required within 30 days if operations managers have been increased or changed.
Report of Change in Number of Vehicles
If the number of vehicles is reduced due to difficulty in securing drivers, prior notification is required. Falling below the minimum number of vehicles (5) is grounds for permit revocation.
Reporting of Standard Freight Rates
Based on the "standard freight rates" announced by the Ministry of Land, Infrastructure, Transport and Tourism, fair freight rates are expected to be charged. The checker can also confirm the status of freight rate table submissions.
Businesses operating in the transportation industry are encouraged to check their current reporting status using the reporting checker.
