■ Project Implementation Overview

The shortage of workers in the regional construction industry is not merely an individual company's recruitment issue, but a social structural problem directly linked to the maintenance and survival of regional infrastructure. Jinba Construction, which has been operating in Urakawa-cho, Hokkaido for over 30 years, positions passing the region on to the next generation as a critical issue based on the philosophy of 'Building not just a house, but a home to return to.'

This project was launched with the goal of building 'PR assets' that deliver the charm of Urakawa-cho to young people nationwide. Gaika implemented its expert knowledge in SNS marketing and content creation capabilities into the internship activities promoted by Jinba Construction.

■ Program Implementation Overview

Gaika's Representative Sakamoto and Director/CEXO (Chief Execution Officer) Raiki Kiyohara traveled locally to Urakawa-cho. They planned, designed, and supervised the following programs for undergraduate and graduate students invited from across the country by Jinba Construction.

Lecture Program

(1) Basic Marketing Course
Starting with the fundamental concept of 'What is marketing?', we systematically lectured on the importance of modern SNS marketing and the difference between the roles of Google and SNS. From the perspective that 'only SNS can deliver an intuitive encounter to those who do not yet know Jinba Construction or Urakawa-cho,' we conveyed the essence of making regional resources appealing and digital broadcasting.

(2) Short Video Production Course
Focusing on producing videos that showcase the appeal of Urakawa-cho, we provided end-to-end practical instruction from planning and scriptwriting to filming and editing (CapCut). The content was designed to be highly practical, allowing students to structurally understand 'why content gets views.'

(1) My Perspective Vlog
Each intern framed their experiences in Urakawa-cho from their own perspective, planning, filming, and producing a 1-minute Vlog. These were socially implemented (posted on SNS) as content carrying the genuine enthusiasm felt by young outsiders.

(2) Real-time Stories Challenge
Based on a script designed by Kiyohara, students worked in pairs to tackle real-time broadcasting using Instagram Stories. Through highly immediate information sharing, they experienced practical SNS marketing.

■ Project Results

Twelve undergraduate and graduate students from across the country participated in this program, successfully completing content creation and publishing in both the Vlog and Stories challenges. The created content is functioning as an ongoing recruitment PR asset operated on Jinba Construction's SNS, utilized as a channel to deliver the charm of Urakawa-cho and Jinba Construction to the outside world.

Furthermore, this was the first time visiting Urakawa for both Sakamoto and Kiyohara. Through implementing the program locally, they directly experienced the value of Urakawa's 'face-to-face community.' This experience is accelerating the design of the next phase's program.

■ Regarding the National Expansion of this Program

What Gaika values in regional co-creation is not 'getting people to come once,' but 'creating reasons for them to return repeatedly.' From an involved population that ends after one visit, human relationships are born as they interact repeatedly, eventually finding their own role, which naturally leads to employment or relocation. We believe that designing this step-by-step deepening of relationships will become the foundation of a sustainable regional economy.
