Eve y WiLL Inc. Relationship between Toriiku and national policy: The Comprehensive Logistics Policy Outline for FY2026-2030, approved by the Cabinet on March 31, 2026, identifies reducing the burden of last-mile delivery as one of its most important priorities. It explicitly calls for the development of local pickup bases that support logistics and sets a target of raising the usage rate of parcel receipt methods other than face-to-face home delivery to 50%. Through this selection, Eve y WiLL will practically roll out in Okinawa “Toriiku,” an unmanned parcel drop-off and pickup spot that aligns with this national policy and is expected to spread across Japan. By deploying Toriiku, the company aims not only to reduce Okinawa’s logistics burden, but also to contribute simultaneously to solving multiple social issues, including effective use of unused spaces and revitalization of local communities. What is Toriiku? It turns 1.5 tsubo of space in town into logistics infrastructure. Toriiku is an unmanned parcel drop-off and pickup spot that can be deployed and installed in small unused spaces of 1.5 tsubo or more, such as those found in stations, commercial facilities, and public facilities, even where the space is too small to rent to tenants. It is Japan’s first service of its kind, developed as a subsidized business under the Ministry of Land, Infrastructure, Transport and Tourism’s FY2025 project to promote diverse parcel receipt methods. The system works in three steps: delivery drivers bring multiple parcels together to Toriiku, significantly improving operational efficiency through consolidated delivery and eliminating redelivery; users go to Toriiku at a time of their choice and receive their parcels without face-to-face contact, freeing them from waiting at home, arranging redelivery, and anxiety over doorstep delivery theft or revealing that they are away; and users earn electronic points every time they receive a parcel at Toriiku, an industry-first patented innovative feature that turns consideration for drivers into tangible benefits. Toriiku is equipped with always-on AI cameras and identity verification systems, and the cumulative number of irregular incidents such as parcel theft remains zero. Installing Toriiku in small unused spaces can increase foot traffic at the installation location and contribute to customer attraction and net sales growth.
