Time Studies to Restore Childcare Providers' Time Spent with Children

Childcare settings continue to face severe staff shortages and increased workload for employees. To provide high-quality childcare sustainably, it is urgent to create a system that maximizes the "time childcare providers spend with children." However, the reality is that staffing decisions continue to rely on intuition and experience due to the lack of means to objectively grasp the actual work conditions on site.

The Agency for Children and Families has indicated a policy to promote the collection of evidence for childcare systems, including scientific verification of staffing standards and the utilization of technology, in its "New Direction for Childcare Policy." To align with this policy, "Hakaruto" will begin by accurately grasping the actual work of childcare providers through time studies, supporting the consideration of sustainable childcare systems that combine task shifting, ICT utilization, and the employment of diverse personnel.

Newly Implemented Childcare-Specific Survey Items

Dedicated survey items tailored to the operational structure of childcare settings have been newly implemented in "Hakaruto," which has been provided for the nursing care and medical fields. Tasks unique to childcare settings, such as "play instruction," "life assistance," "cleaning and disinfection," and "preparation for tidying up," are iconized and can be recorded with a single tap from a smartphone's grid UI.

Furthermore, considering the rapid pace of children's movements and unfolding situations during childcare, making it difficult to record tasks in detail as they occur, we have adopted a "post-entry" UX. This allows users to briefly record the type of task while their memory is fresh, and then adjust and finalize the time spent later during breaks. This enables childcare providers to accurately grasp the reality of both direct care and surrounding tasks without disrupting their primary duties.

Launch of Demonstration Projects in Collaboration with Local Governments

In collaboration with local governments, we will conduct demonstration projects for time study surveys and operational improvements at multiple childcare facilities. Based on the collected data, we will identify tasks where childcare providers should exercise their expertise, tasks that can be shared with childcare assistants, and tasks that can be made more efficient through ICT utilization. We will then consider revised role divisions and workplace environments tailored to the circumstances of each facility. We will also hold report sessions for local childcare facilities to widely share methods for data-driven operational improvements. The knowledge gained from this initiative will be packaged into a manual and deployed to childcare settings nationwide.

Goals of This Initiative

To create an environment where childcare providers can be more closely involved with children's smiles and growth. By visualizing actual work conditions with data and combining task shifting, ICT utilization, and the employment of diverse personnel, we aim to contribute to the realization of workplaces where childcare providers can fully exercise their professional expertise. "Hakaruto," provided by Monakaya Co., Ltd., is a time study app that visualizes the operations of medical, nursing care, and childcare settings.
