(Chuo City, Tokyo; Representative Director Yasuhito Sakuraba), a JAXA-certified space venture, will host the 'Infrastructure AX Strategy Conference' (hereinafter, 'this event') on Thursday, July 9, 2026, at Conference Room 101, Tokyo Big Sight.
This event is co-organized with the public-private partnership comprehensive exhibition 'Municipalities Comprehensive Fair 2026' (organized by Japan Management Association), taking place on the same day at the West Exhibition Hall of the same venue.

About the 'Infrastructure AX Strategy Conference'
In February this year, the Local Government Infrastructure AX Summit 2026 Executive Committee held the inaugural 'Local Government Infrastructure AX Summit 2026.' Amid worsening population decline and labor shortages, the summit facilitated discussions from national strategy to on-the-ground practices on how infrastructure maintenance and management can be supported through 'AX'—combining 'development' via DX and 'AI utilization.'
Approximately six months later, as AI technology continues to evolve at an astonishing pace, we have decided to hold the 'Infrastructure AX Strategy Conference' again, maintaining the previous concept, to share the latest developments and deepen discussions together with participants.

Background of the Event
While infrastructure supporting daily life continues to age, the number of municipal staff responsible for its management keeps decreasing. In response to this urgent challenge, momentum is growing toward new infrastructure strategies centered on AI. This conference is designed as a platform to systematically present the latest national policies and municipal case studies, enabling participants to apply insights directly to their daily operations.
Following the previous event, leading experts from government, academia, and the field will gather once again to share and discuss the current state and future direction of 'Infrastructure × AX.'

Hirohira Yoshida
Deputy Director, Secretariat of the Digital Administrative and Fiscal Reform Council, Cabinet Office
Joined the Ministry of Posts and Telecommunications in 1994, working on policy development for mobile phones and internet普及. After a secondment to an advertising agency, he began promoting digitalization of regional healthcare and education, as well as work-style reforms, in 2015. In 2019, he faced challenges in digitalization during the pandemic at the IT Comprehensive Strategy Office, Cabinet Office, and participated in the establishment of the Digital Agency in September 2021. He has held his current position since September 2023.
Masanori Kobayashi
Special Researcher, Economic Analysis of Social Capital, Bureau of Integrated Policy, Ministry of Land, Infrastructure, Transport and Tourism
Joined the Ministry of Land, Infrastructure, Transport and Tourism (formerly Ministry of Construction), primarily working on policy areas including infrastructure, land, urban development, and real estate. Currently involved in the Strategic Platform for Infrastructure Value Enhancement (SPIVE), an industry-academia-government collaboration initiative focused on data and digital utilization for infrastructure stock analysis. He leads training programs for municipal staff, analytical support, and promotes green infrastructure and public-private partnership projects.
Kiyoyuki Kaido
Professor, Division of Sustainable Infrastructure Systems, Graduate School of Engineering, Osaka University
Director, Center for Sustainable Infrastructure Research
Completed his doctoral program at the University of Tokyo Graduate School in 2000, earning a Ph.D. in Engineering. After serving as a visiting researcher at Columbia University in 2001 and senior research consultant at a private consultancy in 2002, he joined Osaka University as a specially appointed lecturer in 2007, became associate professor in 2011, and assumed his current role in 2024. His expertise lies in infrastructure management based on statistical deterioration prediction using inspection data. He is the R&D leader for Sub-Theme e2, 'Development of Regional Infrastructure Management Systems Based on EBPM,' under SIP Phase 3, 'Development of Smart Infrastructure Management Systems.'
Tatsuya Daichi
Chief, Digital Autonomous Governance Promotion Office, General Affairs Department, Minami Town Hall
Joined Minami Town Hall in 2004. After working in departments including agriculture, forestry, fisheries, and construction, he independently acquired IT skills and led internal digitalization efforts. He led the first municipality-wide adoption of public cloud services and HCI setup in the prefecture while in the General Affairs Department, and has held his current position since 2022. As a 'survival strategy' for small municipalities facing population decline, he is promoting enterprise-wide democratization of generative AI and no-code tools. He has received numerous awards, including the Grand Prize in the Google Workspace Utilization Contest. From the perspective of a general administrative officer (not a specialized expert), he is committed to implementing systems that 'anyone can use.'
