However, with the revision of the Building Standards Act in April 2025 and the reduction of the "No. 4 Special Exception" (4号特例), the review of building permit applications took longer than expected, leading to a decrease in the number of housing starts. In addition, sales volumes declined due to a backlash from pre-revision rush demand and rising housing loan interest rates. Furthermore, soaring construction material and outsourcing costs led to a deterioration in profitability and cash flow, resulting in Sapporo Bussan filing for civil rehabilitation with the Sapporo District Court on March 23, 2026.

Currently, there are a total of 125 inventory properties in Sapporo City owned by Sapporo Bussan, including 50 unfinished properties. If left unattended, this could lead to stagnation in the regional real estate market.
