## Background of the Event

In local regions, despite the presence of excellent companies and talent, challenges in recruitment and retention arise due to insufficient contact points with students and information disparities.

Furthermore, differences in policies and initiatives among universities lead to disparities in the number and content of career events, resulting in an uneven distribution of opportunities for students. Consequently, an optimal matching opportunity is not sufficiently utilized for both companies and students, posing a structural challenge that hinders overall value creation for the region.

Moreover, the current situation also shows that individual initiatives by companies, universities, and government bodies result in one-off achievements, and overall optimization for the region is not being achieved.

RECXT views these challenges not as isolated policy issues but as issues concerning the design of the human resource ecosystem in the region, and is promoting this initiative. From a position that spans multiple stakeholders such as companies, universities, and government bodies, RECXT will design contact points for each in this initiative as well, promoting efforts aimed at overall optimization for the region.

## Creation of Collective Impact through Industry-Academia-Government Collaboration

This initiative is positioned as a demonstration phase that includes collaboration with government bodies, in addition to companies, universities, and students.

Against structural challenges stemming from the relationships among human resources, companies, and regions, which cannot be fully resolved by traditional company-specific recruitment activities or individual public relations initiatives, we aim to build relationships where each stakeholder plays a role under a common objective and mutually creates value.

Through such collaboration, we aim to create a collective impact where results accumulate and expand, rather than remaining as one-off achievements.

Moving forward, starting with this initiative, we will gradually expand the framework of industry-academia-government collaboration to deploy it across the entire Kyushu region.

## Significance of Holding in Kumamoto

RECXT established its Kyushu branch in Kumamoto Prefecture in March 2025 and is advancing its regional business development.

By positioning Kumamoto as the starting point of the human resource ecosystem in Kyushu, we aim to connect human resources, companies, and opportunities both within and outside the region through this initiative, striving for sustainable value creation.

In recent years, due to the concentration of semiconductor-related industries in Kumamoto Prefecture, some areas such as Kikuyo Town and Koshi City have seen population growth, indicating a high potential for regional growth.

On the other hand, a structural problem of young people flowing out to urban areas due to higher education or employment is also pointed out, necessitating the creation of a mechanism for human resources to grow and continue to thrive within the region.

Through this forum, we aim to contribute to improving the recruitment capabilities of local companies, retaining young people in their hometowns, and creating industry-academia collaboration opportunities, thereby revitalizing the regional economy and forming a sustainably functioning human resource ecosystem.
