The Tottori Prefecture Seibu Administrative Management Union (Managing Director: Ryuji Iki), a partial administrative union composed of municipalities in western Tottori Prefecture, and Market Enterprise Co., Ltd. (Chuo Ward, Tokyo; President and CEO: Yasuji Kobayashi; TSE Standard Market, Securities Code 3135, hereinafter "Market Enterprise") have concluded an agreement on reuse initiatives aimed at addressing regional social challenges, launching their collaboration starting June 29, 2026 (Mon). Utilizing "Oikura," a reuse platform operated by Market Enterprise, the partnership aims to establish a system for reusing unwanted items instead of discarding them, targeting waste reduction and the advancement of a circular society across Yonago City, Sakaiminato City, Higashi-Harima Village, Daisen Town, Nanbu Town, Hoki Town, Hino Town, Hino-cho, and Kohoku Town.

Background and Context

The Tottori Prefecture Seibu Administrative Management Union has previously implemented initiatives toward achieving the SDGs, such as distributing unwanted items brought to recycling centers to interested recipients through lotteries. However, the Union has recognized several challenges: increasing costs associated with waste disposal, a growing number of residents—especially the elderly—facing difficulties transporting non-combustible waste, and the fact that many discarded items could still be reused. To address these issues, the Union has been exploring new measures to raise awareness and promote reuse activities among residents. Meanwhile, Market Enterprise has been expanding its online-based reuse business, focusing on initiatives that transcend public-private boundaries under its vision of "becoming an optimization trading company that realizes a sustainable society." This includes participation in the "Regional Revitalization SDGs Public-Private Partnership Platform" and serving as a member of the "Musical Instrument Donation Furusato Tax" executive committee. Through outreach by the Tottori Prefecture Seibu Administrative Management Union to Market Enterprise, shared goals—specifically, advancing a circular society through reuse promotion—aligned, leading to the realization of this initiative utilizing the "Oikura" platform※1.

※1 About "Oikura"

"Oikura" is a reuse platform operated by Market Enterprise. When users wish to sell unwanted items, they can request an appraisal through Oikura, which automatically forwards the request to a network of reuse shops nationwide. Users can then compare offers based on purchase price, timing, method, and customer reviews. The platform's convenience—enabling users to compare multiple appraisal results and sell items with a single request—has made it highly popular, with approximately 1.68 million users (as of February 2026) having utilized the service.

Details of the Collaboration Agreement

The partnership will cooperate on the following initiatives:

- Advancing a circular society through promoting reuse activities - Raising awareness and education on environmental conservation, including the development of a circular society - Jointly promoting environmental conservation initiatives, including the development of a circular society - Other projects agreed upon by the Union and Market Enterprise that support the objectives of this agreement

Future Plans

Starting June 29, 2026 (Mon) at 15:30 (subject to slight timing adjustments), information about "Oikura" will be posted on the Tottori Prefecture Seibu Administrative Management Union's website, enabling residents to apply for bulk appraisal requests. "Oikura" offers home visit services, including item removal, making it easy to sell large or heavy items. Even appliances covered by Japan's Home Appliance Recycling Law—such as refrigerators and washing machines—may be eligible for purchase if still functional. Through "Oikura," residents can sell and transfer unwanted items as quickly as the same day. Importantly, residents can use the service at no cost, and there is no financial burden on the Tottori Prefecture Seibu Administrative Management Union. This collaboration is expected to further activate secondary markets, reduce waste across society, and decrease municipal waste volumes and processing costs. By raising awareness of selling as an easy reuse option, the initiative broadens disposal alternatives beyond mere disposal, meeting diverse resident needs. Additionally, it aims to shift public attitudes toward reuse and accelerate the formation of a circular society. This initiative seeks to address both social and economic challenges in advancing a circular society with a focus on regional revitalization. Market Enterprise will continue to explore collaborations with partial administrative unions, aiming to reduce waste and promote circular societies on a broader scale through public-private partnerships, ultimately contributing to regional revitalization.
