Significance of the Management Innovation Plan Certification
The Management Innovation Plan is a mid-term business plan formulated by SMEs under the Act on Strengthening Management of SMEs to achieve significant improvements in management through new business activities. Certification by a prefectural governor requires that the initiative qualifies as a 'new business activity' and is expected to lead to 'significant improvement in management.' This certification signifies that Tottori Prefecture has officially recognized Tayyo Tsushin's business plan as a novel initiative contributing to the management enhancement of SMEs in the Sanin region. Tayyo Tsushin will take its responsibility toward the region even more seriously and strive to execute its business in line with the purpose of the certification.
Background of the Certification: Challenges Facing the Sanin Region
Tottori Prefecture has the smallest population in Japan and, together with Shimane Prefecture, is a region where aging and labor shortages are advancing faster than anywhere else in the country. According to the 'White Paper on Small and Medium Enterprises' by the Small and Medium Enterprise Agency and surveys by the Small and Medium Enterprise and Regional Innovation Organization, many SMEs remain in the early stages of digital transformation (DX). Particularly among small businesses in rural areas, common challenges include 'not knowing where to start' and 'lacking someone to consult with' regarding AI and DX adoption.
In response to these structural challenges, Tayyo Tsushin, founded in 1976 (Showa 51) and established in 1981 (Showa 56), has long supported the social infrastructure of the Sanin region through telecommunications services such as disaster prevention radio systems, business radio systems, cable television, networks, and security cameras. The AI utilization support service 'AI-sanin' was launched by leveraging this locally embedded business foundation, simultaneously addressing the two major barriers to AI adoption: lack of AI skills and low AI literacy.
Collaboration with Government and Chambers of Commerce: As a Member of the Regional Ecosystem
In deploying the 'AI-sanin' initiative, Tayyo Tsushin has collaborated with local government agencies, chambers of commerce, and business associations to promote AI adoption in the Sanin region. Building on this certification, the company will contribute to enhancing AI utilization across the entire Sanin region by supporting subsidy and grant applications, planning joint seminars, and disseminating information to promote regional DX in collaboration with government bodies, chambers of commerce, and financial institutions.
Future Initiatives: Treating the Certification as a Commitment to the Region
Tayyo Tsushin will further deepen the 'AI-sanin' initiative as a result of this certification. As a local IT company that has supported the lives and industries of the Sanin region, we will continue to deliver the new technology of AI in the language of the region, aligned with its local context.

'We regard the certification of the Management Innovation Plan as official recognition by Tottori Prefecture that our initiative contributes to solving regional challenges. At the same time, it also means that the 'AI-sanin' service now carries greater responsibility toward the region. We will provide even more careful hands-on support to ensure that business owners in the Sanin region can confidently adopt AI and tangibly experience its benefits. We look forward to working hand-in-hand with Tottori Prefecture, Shimane Prefecture, chambers of commerce, financial institutions, and local business owners to co-create AI utilization models that are uniquely possible in the Sanin region.'
