Jichitai Ad Concludes Public-Private Partnership Agreement with Kisarazu City, Chiba Prefecture, to Resolve Vacant House Issues

Jichitai Ad Co., Ltd. (Headquarters: Fukuoka City, Fukuoka Prefecture; Representative Director and President: Takayasu Tokitsu; hereinafter "Jichitai Ad"), which operates "Akisol," a comprehensive consultation service for vacant houses and land, announces that its proposal was adopted in the Kisarazu City Partnership Project Proposal System for FY2025, publicly solicited by Kisarazu City, Chiba Prefecture (hereinafter "Kisarazu City"), and a partnership agreement has been concluded. The signing ceremony was held in Kisarazu City on April 28, 2026.

■ Background and Purpose
In addition to its advertising business aimed at securing financial resources and reducing costs for local governments, Jichitai Ad operates "Akisol," a comprehensive consultation service for vacant houses and land. The purpose of this business is to resolve various problems related to vacant houses nationwide and contribute to creating livable communities. Since the service started in 2021, we have promoted public-private partnership agreements with local governments nationwide facing vacant house problems, and as of the end of December 2025, we have partnered with 113 local governments.

Kisarazu City is located in the central-western part of Chiba Prefecture, a blessed city with good access to the city center via the Tokyo Bay Aqua-Line and rich natural environments such as the sea and satoyama (traditional rural landscapes). Kisarazu City has been actively promoting measures to meet the demand for migration and settlement, such as opening an online consultation service for migration and settlement using the LINE official account and establishing a renovation subsidy system through the "Kisarazu City Vacant House Bank." However, a certain number of vacant houses remained neglected, and the city faced the challenge of finding new ways to utilize properties that were becoming difficult to circulate in the market.

In such circumstances, Akisol's nationwide track record of introducing its services to local governments and its know-how in consulting with vacant house owners were highly evaluated, leading to the adoption of its business proposal and the conclusion of the partnership agreement.

Akisol will continue to contribute to solving regional issues through further utilization of vacant houses.

Akisol will undertake the following initiatives for Kisarazu City's vacant house measures:

① Free comprehensive consultation service for vacant houses and land

② Matching with contractors (demolition, pruning,遺品整理 (disposal of belongings of the deceased), etc.)

③ 0-yen property matching (matching for gifting vacant houses/land with low market liquidity)

④ Production of awareness-raising flyers

⑤ Establishment of an intention survey questionnaire scheme

With Kisarazu City, the number of local governments in Chiba Prefecture with which we have concluded agreements is now seven.

The local governments with which agreements have been concluded so far are Yachimata City, Sanmu City, Kujukuri Town, Shirako Town, Chonan Town, and Otaki Town.
