This follows the previously announced decision to introduce the system in Koriyama City, Fukushima Prefecture, and was conducted concurrently with various local governments across Japan.

As a result, significant operational efficiency improvements were confirmed regardless of region or scale. We are pleased to announce that 11 new municipalities nationwide (a total of 12, including Koriyama City) have officially decided to budget for and introduce the system starting in fiscal year 2026 (Reiwa 8).

1. From Pilot Project to Official Implementation – Confirming Implementation Effects Regardless of Municipality Size

In recent years, the increasing burden of inheritance confirmation tasks has become a common challenge for local governments nationwide, particularly in fixed asset tax operations, vacant house measures, and land acquisition.

Since 2025, Samupaulonia has collaborated with local governments across Japan on pilot projects using "AI Inheritance Mitsuro-kun." These projects confirmed results contributing to "significant reduction in working hours" and "elimination of task dependency on specific individuals" in various environments, from numerous processing cases in ordinance-designated cities to town halls handling diverse tasks with limited personnel.

We believe that the decision to budget for and officially implement the system in 12 municipalities nationwide is a result of the system being evaluated not just as a pilot or verification stage, but as a practical solution supporting sustainable administrative operations.

2. Flexible Plan Deployment According to Municipality Size and Budget (LGWAN Full Plan / Light Plan)

Starting this fiscal year, we are fully launching a customized plan deployment to enable optimal implementation tailored to each municipality's workload and budget.

In addition to the "LGWAN Full Plan," which covers all functions, we have prepared a "Light Plan" that lowers the barrier to entry while achieving core inheritance DX. This makes it possible to implement a cost-effective system even in smaller towns and villages.

3. True Inheritance DX Achieved by Patented Technology

Samupaulonia's "AI Inheritance Mitsuro-kun" is not just an AI-OCR tool that digitizes family registers. It performs "automatic generation of inheritance relationship diagrams based on legal grounds," "automatic determination of legal heirs," and "automatic calculation of ownership shares" in a one-stop manner based on the read data.

This unique processing logic, backed by multiple patented technologies, shortens tasks that previously took an average of 60 minutes manually to "an average of 10 minutes (approximately 83% reduction)."
