The Noborito Station Front District Urban Redevelopment Association, along with participating members Tokyu Land Corporation (Headquarters: Shibuya-ku, Tokyo; President: Hiroaki Hoshino), Odakyu Real Estate Co., Ltd. (Headquarters: Shibuya-ku, Tokyo; President: Shu Igarashi), and Tokyu Corporation (Headquarters: Shibuya-ku, Tokyo; President: Masahiro Horie), are pleased to announce that they have received approval for the rights conversion plan from the Mayor of Kawasaki on March 19, 2026, for the "Noborito Station Front District Type 1 Urban Redevelopment Project," and will now commence new construction.
This project is an urban redevelopment initiative covering approximately 0.6 hectares within a portion of the 90th block of the "Kawasaki Urban Planning Noborito Land Readjustment Project" area, which is being implemented by the City of Kawasaki. The Noborito/Mukogaoka-Yuen station area is designated as a "Regional Life Hub." This project site, located directly in front of Noborito Station, will play a role in strengthening the station-front hub and enhancing the overall appeal of the town by connecting the "Station (Noborito Station)," the "Town (local residents and resources)," and the "Outside (visitors)."
With completion scheduled for fiscal year 2029, we will create a new hub that enhances local vibrancy and convenience, including improved transportation accessibility through connection to the station and the creation of a station-front space befitting the gateway to the surrounding area.
Features of the Project (1) Development of a Pedestrian Network We will form a safe and comfortable pedestrian network connecting the "Station" and the "Town" by developing a pedestrian deck that connects the station and the project site on a flat level, as well as by providing vertical circulation with high convenience and barrier-free accessibility, and sidewalk-style open spaces that contribute to a comfortable walking environment.
(2) Creation of an Attractive Station-Front Hub We will develop a hub suitable as a gateway to the surrounding area by integrating commercial and plaza functions that serve as a "core of vibrancy," tourism support functions that act as a base for promoting local resources, child-rearing support functions, and urban housing that caters to multi-generational and diverse lifestyles.
(3) Formation of a Disaster Prevention Activity Base We aim to form a regional disaster prevention activity base that serves not only residents and facility users but also local residents and visitors during disasters, by providing plazas, facilities for those unable to return home, disaster stockpiling warehouses, and private power generation equipment.
"Noborito Station" Directly Connected Pedestrian Deck We have appointed Ney & Partners Japan as the designer for the pedestrian deck that will seamlessly connect the newly created station-front hub with Noborito Station. The design is an open structure that creates new "connections" within the town, integrating with local resources such as the Ikuta Ryokuchi Park and the Tama River, as well as the lush green station-front plaza. By adopting a gently curving alignment, the design utilizes a rational structure that balances forces with columns on only one side. The sculptural form, which uses no decorative panels and treats the structure as the design itself, is simple and excels in maintainability and safety. It symbolizes the new gateway to Noborito as a new urban landmark connecting the station, the town, the plaza, and the greenery.
[Ney & Partners Japan] Headquartered in Brussels, the firm was co-founded in Tokyo in 2012 by Laurent Ney and Ryuichi Watanabe. They handle design and engineering in the field of civil engineering infrastructure, such as bridges, canopies, station-front plazas, and product development within Japan. A key feature of their activities in Japan is the design of processes that involve contractors and citizens, not only in planning and design but also in construction and maintenance. Representative works in Japan include the Misumi Port Canopy, Dejima Omotemon Bridge, Toranomon Deck, Shin-Sapporo Active Link, and Nagasaki Station Long Roof.
Building and Exterior Design Aiming for this building to become a symbol of the town as a gateway to the Noborito/Mukogaoka-Yuen station area, we have appointed Jun Mitsui & Associates Architects as the designer for the building. Aiming to be a "hub that connects with Noborito," where various things and events connect and revitalize by maximizing the potential of Noborito, the low-rise commercial facility is designed with an organic shape and varied expressions on each floor, based on the concept of a "Connecting Hill" that fuses the rich natural environment of the surrounding Ikuta Ryokuchi and Tama River with the vibrancy of the station front.
Furthermore, the high-rise section incorporates a streamlined design that looks as if it is wrapped in a gentle, soft veil, symbolizing the breeze blowing through the abundant nature. The low-rise and high-rise sections integrate to form a landscape befitting the gateway to this district.
[Jun Mitsui] FAIA, JIA After graduating from the Department of Architecture at the University of Tokyo (recipient of the Tatsuno Award), he worked at Shinichi Okada Architect & Associates before obtaining a Master's degree from the Yale School of Architecture, where he received the AIA Student Award and the Best Thesis Award (H.I. Feldman Prize). After working at Cesar Pelli & Associates (now Pelli Clarke & Partners) in the U.S., he returned to Japan in 1992 and founded Cesar Pelli & Associates Japan (now Pelli Clarke & Partners Japan). Currently, as the Representative Director of both Jun Mitsui & Associates Architects and the aforementioned firm, he is involved in domestic and international projects as a registered architect in both Japan and the U.S. He is a former president of AIA Japan and has received numerous awards, including the Good Design Award and the BCS Prize. In 2026, he was elected as an AIA Fellow (FAIA).
