Tokyu Fudosan, Shizuoka Prefecture, JR Tokai, and ReINN Collaborate to Promote Dual Residence Lifestyle in Shizuoka Prefecture

Tokyu Fudosan Co., Ltd. (hereinafter referred to as Tokyu Fudosan), Shizuoka Prefecture, Central Japan Railway Company (hereinafter referred to as JR Tokai), and ReINN Co., Ltd. (hereinafter referred to as ReINN), a group company of Tokyu Fudosan Holdings Co., Ltd., have been selected for the Ministry of Land, Infrastructure, Transport and Tourism's Leading Project for Implementing Dual Residence Areas. We will work collaboratively to establish the dual-residence lifestyle.
In fiscal year 2025, Tokyu Fudosan, Shizuoka Prefecture, and JR Tokai collaborated to launch initiatives to promote dual-residence living. This included holding an event in December for users of "SHIBUYA MABLs" (Shibuya Mablus), a community app fostered by Tokyu Fudosan, to experience dual living in Shizuoka Prefecture, with measures such as reducing participants' transportation costs.
Starting in fiscal year 2026, "MABLs," a service originating from the app, will further promote dual-residence living by newly constructing a model that combines information dissemination about dual living in the wider Shibuya area with opportunities for work and encounters with people within Shizuoka Prefecture, making it available on the app.
Furthermore, JR Tokai will provide support by reducing transportation costs, while Shizuoka Prefecture will offer support through the certification of dual residents and by collaborating with local accommodation providers to reduce housing expenses. ReINN will also participate, supporting the purchase of residences for a second home, among other things. Through the collaboration of these four parties, we will provide comprehensive support, from the stage of learning about and experiencing the new lifestyle of dual living, to regularly commuting between and residing in two locations.
* Wider Shibuya Area: An area within a radius of approximately 2.5 km from Shibuya Station, as defined by the Tokyu Group in its Shibuya Town Development Strategy.

■ Background and Overall Picture of the Four-Party Collaboration "Connecting the Wider Shibuya Area and Shizuoka Prefecture"
Dual-residence living, where individuals have two bases in urban and rural areas, working in the city on weekdays and enjoying leisure activities like hobbies in the countryside on weekends, has seen environmental preparations for widespread adoption. This includes recent revisions to relevant laws and the planned launch of the "Furusato Resident Registration System" within fiscal year 2026.
On the other hand, local governments accepting dual residents have faced challenges such as approaching potential and interested individuals living in urban areas, effectively and continuously disseminating information to these demographics, creating mechanisms to develop mid-to-long-term relationships between the community and dual residents, and the significant cost burden.
Therefore, by collaborating with Shizuoka Prefecture, "MABLs," provided by Tokyu Fudosan, which has strengths in community building and information dissemination in the wider Shibuya area, will establish a "mechanism to connect the wider Shibuya area and Shizuoka Prefecture." Specifically, within the wider Shibuya area, which is a hub for diverse talent, companies, and culture with a high awareness of new initiatives and trends, we will continuously disseminate information about dual living in Shizuoka Prefecture and newly build a system to foster long-term relationships with the region, including support for job searching in Shizuoka Prefecture.
Furthermore, with the participation of JR Tokai and ReINN, we will also work to reduce various burdens associated with transportation costs and the purchase/maintenance of residences.
By addressing the challenges faced by local governments in this manner through collaboration among businesses, we will contribute to regional revitalization, the creation of related populations, and the establishment of new lifestyles by establishing a system that provides total support from the stage of learning about and experiencing dual living to the stage of regularly commuting between and residing in two locations.

■ Initiatives by Each Party

○Tokyu Fudosan
Tokyu Fudosan will commence the creation of a system to generate continuous information dissemination in the wider Shibuya area and opportunities for work and encounters with people within Shizuoka Prefecture through the "MABLs" service, which originates from a community app. "MABLs" will create regular points of contact by disseminating content that resonates with users in urban areas. Additionally, we will build a foundation to widely deliver information to potential dual residents by holding events that gather local residents and users connected to the area, going beyond just the perspective of relocation or dual living.
Furthermore, we will also work on creating a system to foster diverse engagement with the region through encounters with local jobs. "MABLs" is designed to facilitate the secondary dissemination of information about involved cities, people, and jobs by regularly broadcasting information regarding job openings on its timeline.
Through these initiatives, we aim to nurture interest generated through app information and experiential events, coupled with continuous information dissemination and job opportunities, thereby expanding the creation of related populations and leading to an increase in future dual residents and migrants.

○Shizuoka Prefecture
We will certify dual residents utilizing a dedicated app in anticipation of the "Furusato Resident Registration System" and provide housing cost reductions (¥2,000 discount per night) in collaboration with accommodation providers in Higashi-Izu Town.
Regarding the housing cost reduction system, the details are as follows:
① Condition: Discount applies from the second stay for two or more stays within 30 days.
② Eligible Ryokans: Eligible ryokans within Higashi-Izu Town.
*Eligible ryokans are subject to addition as needed.
Additionally, in collaboration with the Izukyu Group, we will offer discounts at station kiosks, etc. (excluding the Kawazu store). *A 10% discount will be applied to purchases of ¥1,000 or more (tax included).

○JR Tokai
When using the Tokaido Shinkansen round trip for the purposes of ①-③, we will offer a point rebate equivalent to 20% of the Shinkansen fare.
① Participation in dual-residence experience events held in Shizuoka Prefecture
② Obtain certification through the dedicated app and commence regular dual living
③ Purchase a residence in Shizuoka Prefecture through ReINN and commence regular dual living
*The rebate for ② is limited to 3 months from the start month, with a maximum equivalent of ¥10,000.
*The rebate for ③ is limited to 6 months from the start month, with a maximum equivalent of ¥20,000.
*The points to be rebated are EX points (limited).
These points can be used for rental cars along the Shinkansen line, as well as for sightseeing and dining (cannot be used solely for Shinkansen rides).
The validity period of the points is 60 days from the date of issuance.

○ReINN
We will support the full commencement of dual living by utilizing our business framework related to minpaku (short-term lodging). Acquiring and maintaining a residence involves various tasks such as property searching, finding financing sources, brokerage procedures, considering and constructing renovations, and cleaning. ReINN collaborates with over 40 businesses to provide services that support these tasks comprehensively.
Through this, we will support individuals who purchase residences and begin their dual living journey in earnest, and by introducing the four-party collaboration initiatives to prospective homeowners, we will further encourage the start of dual living in Shizuoka Prefecture.

"SHIBUYA MABLs" is an app aimed at fostering the value of Shibuya through connections between "people and people" and "people and the city" within the wider Shibuya area, and "MABLs" is the collective term for services originating from the app. Currently, the number of app downloads has exceeded 100,000.
Its main feature is the expansion of experiences starting from the "Check-in" function; checking in within the Shibuya area earns points.
