The Noborito Station Area Urban Redevelopment Consortium, along with its participating members Tokyu Land Corporation (Headquarters: Shibuya-ku, Tokyo; President: Hiroaki Hoshino), Odakyu Real Estate Co., Ltd. (Headquarters: Shibuya-ku, Tokyo; President: Shu Igarashi), and Tokyu Corporation (Headquarters: Shibuya-ku, Tokyo; President: Masahiro Horie), announce that the "Noborito Station Area Class 1 Urban Redevelopment Project," which they are jointly promoting, received approval for its rights conversion plan from the Mayor of Kawasaki on March 19, 2026, and will commence new construction.
This project is a redevelopment initiative that comprehensively develops an area of approximately 0.6 hectares within a portion of Block 90 in the "Kawasaki City Planning Project Noborito Land Readjustment Project" implemented by Kawasaki City. The area around Noborito and Mukogaoka-Yuen stations is positioned as a "regional life hub." Located in front of Noborito Station, this planned site plays a role in strengthening the formation of a station-front hub and enhancing the appeal of the entire town by connecting the "station (Noborito Station)," the "town (local residents and regional resources)," and the "outside (visitors to the town)."
Toward the scheduled completion in FY2029, we will create a new hub that enhances regional vibrancy and convenience, such as improving transportation convenience through connections with the station and creating a station-front space suitable as a gateway to the surrounding area.
## Features of this Project
### (1) Development of a Pedestrian Network
We will form a safe and comfortable pedestrian network connecting the "station" and the "town" by developing a pedestrian deck that seamlessly connects the station and the planned site on a flat level, as well as vertical circulation functions with high convenience and barrier-free accessibility, and sidewalk-like open spaces that contribute to a comfortable walking environment.
### (2) Creation of an Attractive Station-Front Hub
We will allocate commercial and plaza functions that will serve as the "core of vibrancy," tourism support functions that will act as a base for transmitting regional resources, childcare support functions, and urban housing that accommodates multi-generational and diverse lifestyles. We aim to form a hub where these functions are harmonized, making it suitable as a gateway to the surrounding area.
### (3) Formation of a Disaster Prevention Activity Hub
By developing plazas, facilities for people unable to return home, disaster prevention stockpile warehouses, and private power generation equipment, we aim to form a regional disaster prevention activity hub that handles disaster responses not only for residents and facility users but also for local residents and visitors.
## Pedestrian Deck Directly Connected to "Noborito Station"
Ney & Partners Japan has been appointed as the designer for the pedestrian deck that will seamlessly connect the newly emerging station-front hub with Noborito Station. The design features an open structure that integrates with Noborito's regional resources, such as Ikuta Ryokuchi and the Tama River, as well as the lush green station-front plaza, creating a new "connection" within the city. Through a gently curving alignment, it adopts a rational design that balances forces with pillars on only one side...
