Hachioji City, Bellnet, and NTB Sign Agreement to Build 'Hachioji Model' for Disaster Response and Phase-Free Promotion Using Camper Vans

Bellnet Co., Ltd. (Finite Company Bellnet), together with Hachioji City and Nippon Tokushu Body Co., Ltd., signed a 'Tripartite Agreement on the Provision of Camper Vans and Phase-Free Promotion and Awareness Activities' on April 24, 2026. This agreement aims to construct the 'Hachioji Model,' which bridges disaster prevention and daily life by combining camper van utilization during disasters with peacetime awareness efforts. This is the first agreement in Japan (according to company research) to combine the provision of Phase-Free certified camper vans with awareness-raising activities.

At the signing ceremony, Hachioji Mayor Kazuo Shiyuku commented that the Phase-Free concept aligns well with city administration and is a vital perspective for improving citizens' disaster awareness. Shingo Hachiya, CEO of Nippon Tokushu Body, emphasized the importance of spreading mobility that is useful in both daily life and emergencies. Kazuhiro Suzuki, CEO of Bellnet, expressed his goal to expand opportunities for people to experience Phase-Free concepts enjoyably, starting from the 'Lots Hachioji' hub.

The background of this agreement lies in the frequent occurrence of large-scale disasters, which necessitates flexible and mobile support beyond traditional shelters. Under this agreement, Bellnet and Nippon Tokushu Body will promptly provide camper vans to Hachioji City during disasters. During peacetime, they will spread the 'Phase-Free' concept—seamlessly connecting daily life and emergencies—through drills and experience events. Furthermore, they plan to collaborate with local hubs, such as 'Lots' (opening in June 2026 at Aeon Hachioji Takiyama), to provide citizens with opportunities to touch Phase-Free products and camper vans.

The 'Hachioji Model' is characterized by integrating peacetime awareness, local touchpoints, and emergency implementation. The three parties will work together to create community connections and utilize vehicles for disaster response. Key cooperation areas include the priority provision of camper vans and equipment during disasters, the use of vehicles as shelters or support bases, conducting disaster drills, holding experience events, and promoting Phase-Free awareness. Camper vans are highly anticipated as new disaster resources due to their nature as 'mobile living spaces,' ensuring privacy and infection control.

Bellnet's strength lies in its vehicle operation expertise gained through its rental business and its ability to create daily touchpoints via 'Lots.' During disasters, they have established a system for providing cooperation free of charge within possible limits. Through 'Lots,' they will continue to support the social implementation of Phase-Free concepts by providing information and experiences to local residents. Looking ahead, the three parties aim to improve regional disaster resilience and establish the 'Hachioji Model' as a leading example of how local hubs can facilitate disaster response and Phase-Free adoption.
