Today, three parties—Himeji City, Hyogo Prefecture (hereinafter 'Himeji City'), Chubu Electric Power Co., Inc. (hereinafter 'Chubu Electric'), and Nippon Tect Systems Co., Ltd. (hereinafter 'Nippon Tect Systems')—have launched a joint project in Himeji City (hereinafter 'this project') aimed at early detection of signs of cognitive decline and health risks in the elderly to connect them to preventive long-term care.

■ Background and Purpose

With the progression of an aging society, it is becoming increasingly important to identify signs of health risks, such as cognitive decline and frailty, at an early stage and link them to appropriate support. On the other hand, there are challenges in regularly and continuously monitoring signs of health risks relying solely on conventional checking methods such as health checkups.

Therefore, in this project, the local government and companies will collaborate to provide a checking method that can be continued without feeling burdensome in daily life by utilizing digital technology. Through this, we aim to build a system where the elderly can become aware of their own health risks early on and connect to appropriate support as needed.

■ Project Details

In this project, we will simultaneously implement two mutually complementary approaches: cognitive function self-checks using the 'ONSEI Pro' app developed by Nippon Tect Systems, and health risk sign detection utilizing power usage data by Chubu Electric.

(1) Cognitive Function Self-Check 'Brain Health Improvement Project'

We will provide an environment where participants can easily check their cognitive state in their daily lives by downloading 'ONSEI Pro' onto their smartphones and using it regularly. 'ONSEI Pro' analyzes the content of speech and voice characteristics using AI, visualizing the state of cognitive function in multiple stages. By having participants continuously perform self-checks, we aim to catch early signs of cognitive decline.

(2) Health Risk Sign Detection 'Always Healthy Project'

With the consent of the participants, we aim to grasp changes in lifestyle patterns and signs of health risks by analyzing power usage data obtained from smart meters. For example, by detecting signs such as changes in the rhythm and variation of daily life from electricity usage, we explore the possibility of leading to early discovery of mental and physical disorders.

Through these initiatives, risks will be grasped early and shared with Himeji City. We will verify the effectiveness of a system that leads to early response and appropriate support by having Himeji City provide participants with medical consultation guidance and counseling support as necessary.

■ Future Outlook

Based on the data and operational know-how gained through this project, we aim to realize the following:

- Construction of a regional care model capable of detecting changes in cognitive function and lifestyle habits early, providing consistent support from necessary intervention to the prevention of severe illness.
- Study and establishment of a sustainable system that supports the health maintenance of residents while reducing the burden on local governments.
- Formulation of a standard model that can be deployed to other municipalities based on the results of this initiative.

Our three parties will work on creating new systems for preventive long-term care using digital technology and contribute to the realization of a society where elderly people can continue to live with peace of mind in the communities they are accustomed to.
