Shosukabu.com to Host Online Reading Group on The Depths of a False Accusation: Tracking the Okawara Kakohki Case

Shosukabu.com Co., Ltd. (head office: Nerima-ku, Tokyo; Chairman and Representative Director: Yutaka Yamanaka) announced that it will co-host a reading group with the Nerima Political Study Group and the Civil Division 8 Monitoring Committee on The Depths of a False Accusation: Tracking the Okawara Kakohki Case by Hiroshi Ishihara. The book is a nonfiction investigation of the Okawara Kakohki case, in which individuals were arrested and indicted on suspicion of illegally exporting equipment that could allegedly be diverted for military use. It examines how decisions by the Tokyo Metropolitan Police Department’s Public Security Bureau, prosecutors, the Ministry of Economy, Trade and Industry, and the judiciary accumulated to produce a wrongful prosecution. In court, an active investigator testified, “Well, it was fabrication,” and the illegal investigation by the Public Security Bureau and the Tokyo District Public Prosecutors Office was recognized. A final judgment ordered the national government and the Tokyo Metropolitan Government to pay approximately 166 million yen in damages. A major feature of the book is that it does not merely follow the chronology of a single case. It persistently investigates why an investigation based on a predetermined narrative was not stopped, including the logic of the public security organization, bureaucratic deference, the problem of prolonged detention, and the process that led to the loss of a life. Based on NHK Special’s The Depths of a “False Accusation” series, the book adds original reporting and new facts not broadcast in the program, approaching the full picture of an unprecedented abuse of state power. The reading group will discuss the structure of the Okawara Kakohki case, the responsibility of public security investigations and prosecutors, problems of prolonged detention and the judiciary, the significance of whistleblowing, and the role investigative journalism plays in monitoring power.
