Atsuma Town in Hokkaido has formulated the "5th Atsuma Town Comprehensive Plan," which outlines the direction of town development for the next 10 years. This plan was developed by carefully organizing the voices of town residents and the challenges the town faces, gathered through surveys, interviews, and workshops, and by utilizing a "logic model," a blueprint that describes initiatives and outcomes for addressing these challenges. Over the next 10 years, we will continue to promote attractive town development that maximizes Atsuma Town's potential and allows residents to feel happiness, with the entire town working together.

What is the "5th Atsuma Town Comprehensive Plan"?

This is the highest-level plan for town development in our town, consisting of three layers: the "Basic Concept," "Basic Plan," and "Implementation Plan," and it shows the direction of town development for the 10 years from fiscal year 2026 to 2035.

- Basic Concept: This is the fundamental guideline for planned and strategic town development, presenting a long-term vision for 10 years.

- Basic Plan: Based on the Basic Concept, this is a medium-term plan that shows the goals to be achieved and the path to achieving them. It consists of two five-year periods: the first and second halves.

- Implementation Plan: This is a short-term three-year plan that specifies concrete projects and implementation periods to achieve the numerical targets and outcome indicators set in the Basic Plan. It will be reviewed annually using a rolling method.

Features of this Plan

1. Visualization of Challenge Structure

Through staff workshops, the town's challenges were organized into 19 policy areas, and the connections between these challenges were visualized. Furthermore, through town resident workshops and a regional happiness survey based on resident questionnaires, current town challenges were thoroughly identified. A map was created to visualize how residents' lives, satisfaction levels, and daily challenges influence each other, thereby visualizing the challenge structure.

2. Policy Formulation Using Logic Models

Based on the town's current challenges, a blueprint called a "logic model" was created, arranged in the order of initiatives, direct results, and social impact. Eighteen policies were formulated, starting from points of particularly high effectiveness. By outlining the path not only to the initiatives but also to changes and outcomes in residents' lives, we can implement truly effective policies.

We aim to pass on this rich environment to the next generation and create a town where everyone, from children to adults, can live their own lives and repeatedly take on "challenges" by taking a step forward. We will recognize both small challenges and peaceful daily lives as assets of the town, foster pride in feeling "Just gathering here makes it a good town," and realize "Atsuma: A Town that Nurtures Challenges and Pride, Inviting the Rural Breeze."
