The Fukushima Innovation Coast Promotion Organization (a public foundation), commissioned and operated by Fukushima Prefecture, will open the "Tokyo Satellite" on July 10, 2026, in Tamachi, Tokyo. This center, operated by the Fukushima 12 Municipalities Relocation Support Center (Director: Ryo Fujisawa), will serve as a hub to strengthen information dissemination aimed at promoting relocation from the Tokyo metropolitan area to the 12 municipalities of Fukushima (※). On the opening day, July 10, an event for media and stakeholders will be held at Mitamachi Terrace (Tamachi).

The Fukushima 12 Municipalities Relocation Support Center (hereinafter referred to as the Center) was established in Tomioka Town, Fukushima Prefecture, on July 1, 2021, to promote relocation and settlement in the 12 municipalities of Fukushima that were subject to evacuation orders due to the accident at the Tokyo Electric Power Company's Fukushima Daiichi Nuclear Power Station. The Center supports regional revitalization and reconstruction in Fukushima by promoting wide-area cooperation and supporting relocation initiatives by each of the 12 municipalities.

975 Relocators to the 12 Municipalities in FY2025, Growing Interest in Relocation Since the establishment of the Center, the number of people relocating to the 12 municipalities has shown a steady increasing trend: 436 in FY2021, 603 in FY2022, 839 in FY2023, 822 in FY2024, and 975 in FY2025. Furthermore, relocators to the 12 municipalities account for approximately 20% of all relocators to Fukushima Prefecture, indicating a growing interest in recent years.

In December 2025, the government revised the "Basic Policy for Reconstruction and Revitalization of Fukushima," which outlines the reconstruction policy for the third Reconstruction and Revitalization Period, and added "Strengthening the functions of the Center." Considering that about half of the relocators to the prefecture come from the one metropolis and three prefectures of Tokyo, Kanagawa, Chiba, and Saitama, the prefecture aims to increase the number of relocators by establishing a base for the Center in the Tokyo metropolitan area to disseminate information about the charms and current situation of the 12 municipalities, and by preparing a system to provide on-site support. Consequently, it has been decided to open the Center's "Tokyo Satellite" on July 10, 2026, at SENQ Tamachi, a shared office on the 4th floor of Mitamachi Terrace, directly accessible from JR Tamachi Station and Toei Mita Line Mita Station.

Tokyo Satellite to Become a "Hub for Expanding Relationships and Exchange Population Leading to Relocation"

The Tokyo Satellite will serve as a "hub for expanding relationships and exchange population leading to relocation through information dissemination, etc." in the Tokyo metropolitan area. By building face-to-face relationships with stakeholders such as companies, universities, and prospective relocators, and by continuously disseminating information about the 12 municipalities, the aim is to increase the recognition of the 12 municipalities in the Tokyo metropolitan area and lead to an increase in future relocators.

Future initiatives include providing individual relocation consultations within the office and promoting cooperation with companies, universities, and organizations located in the Tokyo metropolitan area in terms of relocation promotion measures and information dissemination.

On July 10, the opening day, an opening event for media and stakeholders will be held in the conference room on the 3rd floor of Mitamachi Terrace, where the Tokyo Satellite is located. The event will include opening remarks by Mr. Yasuhiko Sato, Director of the Fukushima Reconstruction Agency, and an overview of the Tokyo Satellite by Center Director Ryo Fujisawa. A panel discussion with senior residents who have relocated from the Tokyo metropolitan area will feature Mr. Tetsuyuki Tachikawa, who brews craft sake based in Minamisoma City; Mr. Shinichiro Hara, who promotes relocation at the Katsurao Village Development Corporation; and Ms. Emi Furuya, a librarian at Tomioka Town Library, who will share their experiences of living in the 12 Fukushima municipalities.

Additionally, a commemorative marche will be held in a special venue outside the building. Exhibitors will include ReFruits Co., Ltd., which cultivates and processes kiwis in Okuma Town, and the roadside station Naraha, offering products from Naraha Town, showcasing new specialty products from the 12 municipalities born after the earthquake.

On July 11, a relocation seminar hosted by the Center will also be held. For potential relocators living in the Tokyo metropolitan area, this is an opportunity to hear firsthand, real stories from senior residents of the 12 Fukushima municipalities about their reasons for relocating, their lives and work after moving, how they engage with the community, and how they achieve self-fulfillment and pursue challenges. Simultaneously, explanations of various support systems, Q&A sessions where guests can interact directly, and individual consultations will be conducted.
