[Nakashibetsu, Hokkaido] Prime land in the heart of the city, home to an airport, to be cleared in FY2026 for full-scale utilization study.

We are reporting the results of a proposal call conducted for the effective utilization of unused town-owned land located in the central urban area of Nakashibetsu Town (Mayor: Yutaka Nishimura), a core city in the Nemuro region of eastern Hokkaido. In the recruitment conducted from August to December 2025, three valuable utilization proposals were received. The town hopes to use this land, which holds great potential, as a core for further revitalization of the central urban area and for utilization that leads to the expansion of the related and exchange population. Moving forward, we will proceed with the demolition and clearing of existing buildings on the target sites, and while referring to the proposals received, we will coordinate with relevant departments to conduct surveys and studies for the revitalization of the central urban area. Details regarding this matter are here. ■ Background and Issues: Demand has increased to the point where accommodation facilities are insufficient due to an increase in business trips and tourists. Nakashibetsu Town is a region where dairy farming is very prosperous, with about 45,000 cows for a population of about 22,000 (as of February 2026). On the other hand, it has the easternmost "Nakashibetsu Airport" in Japan, and since direct flights to Tokyo (Haneda), New Chitose, and Sapporo (Okadama) are operated, it also has the aspect of an "easy-to-access region" with very smooth access from both inside and outside Hokkaido. Currently, industrial movements such as the construction of a large new factory by a major dairy manufacturer are becoming active in the town, and the number of business-related visitors is increasing rapidly. In surrounding business hotels, there are situations where it is impossible to accept all guests depending on the season, and there are cases where we have to decline accommodation, so the demand for new facilities to serve as a receptacle is rising rapidly. ■ Stage of Utilization: A compact and highly convenient central urban area attracting attention as the "Nakashibetsu Model". The central urban area of Nakashibetsu Town, where commuting, school attendance, and shopping lines are concentrated and the exchange population is large, is attracting attention as an advanced example of a local city (Nakashibetsu Model). The target site this time is unused town-owned land located in the "prime location in the city" where restaurants are lined up in the center. It has good access from the airport, and it is an ideal place where continuous demand is expected throughout the year, including business trips and tourism, even after the factory starts operation. ■ Utilization Image and Future Outlook. In our town, we expect not only to sell or lease this land, but also to use it in ways that contribute to solving regional issues and revitalization, such as: - Development and expansion of accommodation facilities (responding to rapidly increasing business and tourism demand) - Introduction of multi-purpose facilities and commercial functions that lead to the creation of bustle - Creation of a base that encourages an increase in the related and exchange population. In addition, in this proposal call, we received the following three proposals regarding utilization from business operators. [Proposal A] Purchase Target Site 1 and use it as a parking lot. [Proposal B] Purchase Target Site 2 and use it as a parking lot and office. [Proposal C] Purchase both target sites and use them for a local production for local consumption marche, community cafe, and a 20-room boutique hotel and co-working lounge.
