UN Human Rights Department: Intentional Attacks on Civilian Facilities Constitute War Crimes

According to Agence France-Presse, UN High Commissioner for Human Rights Volker Turk stated in a release: "Intentional attacks against civilians and civilian infrastructure constitute war crimes under international law."
