Zhang Ying-dang, while serving as Director of the Public Transportation and Metro Engineering Office of the Taichung City Government, allegedly abused his authority to sexually harass and workplace bully colleagues. This misconduct, which persisted for over two years, caused severe infringement on the dignity, reputation, and mental well-being of multiple victims. The Control Yuan impeached Zhang Ying-dang in February and transferred the case to the Disciplinary Court for trial.

Regarding the sexual harassment allegations, the Taichung City Government determined them to be serious, causing significant damage to the government's credibility and reputation, with substantial evidence. In accordance with the Civil Service Performance Evaluation Act, Zhang Ying-dang was dismissed with two major demerits.

The Disciplinary Court stated that after being dismissed by the Taichung City Government, Zhang Ying-dang participated in a national examination, passed, and was assigned to work at the National Freeway Bureau of the Ministry of Transportation and Communications. Starting from December 30, 2025, he assumed the position of Engineer in the Management Group, with a salary of grade 7 and a seniority increment of 590 points.

The Disciplinary Court considers that Zhang Ying-dang's alleged sexual harassment of multiple colleagues and workplace bullying are repetitive in nature. Furthermore, his sexual harassment conduct resulted in a dismissal with two major demerits by the Taichung City Government, indicating the gravity of the situation. It has been determined that he is not suitable for public service. His subsequent appointment as a public servant through examination and assignment indicates that his unsuitability is unlikely to change in the short term, and the damage to the government's reputation will continue.

The Disciplinary Court, considering the severity of Zhang Ying-dang's misconduct and its impact on public order if he continues to perform his duties, has ruled that his suspension is necessary.
