The indictment stated that Wu, knowing that health centers could only charge 200 NTD per administrative autopsy case and that payment should be made in person by the family, arbitrarily collected red envelope fees ranging from 2,000 to 4,000 NTD per case.

The indictment pointed out that to conceal his actions, Wu, based on a breach of trust, not only violated the aforementioned charging regulations but also issued 10 death certificates to the deceased's families, causing the health center to suffer losses in uncollected fees.

The Hsinchu District Court announced its verdict today, sentencing the Wu, the director, to 2 years imprisonment and 5 years deprivation of civil rights for fraud, with a 5-year probation period. He must pay NT$2.5 million to the public treasury, and the confiscated criminal proceeds of over 8.74 million NTD will be forfeited. The case is subject to appeal.

In response, the Hsinchu County Government Health Bureau issued a statement expressing respect for the judicial ruling. Wu retired in October 2023 and repaid the health center the lost administrative autopsy fees of 1,042,200 NTD in the same year.

The Health Bureau indicated that to prevent further irregularities in administrative autopsies, they have revised and announced the 'Hsinchu County Administrative Autopsy Application Process' on their official website, and have approved six medical institutions to cooperate in handling administrative autopsy business.
