According to Japan Television, relevant sources indicated that the incident occurred around 8 AM, with the man entering through the Otemon Gate of the Imperial Palace.

Normally, entry and exit from the Imperial Palace require identity verification by palace police guards. However, it is suspected that due to the high volume of staff entering and exiting during the peak commuting hours, the checks were not rigorously enforced, allowing the man to enter.
