Penghu County Government and E-Da Hospital Celebrate 10-Year Milestone with Large-Scale Free Clinic and Health Education Event

The Penghu County Government and E-Da Hospital held a "10-Year Milestone Press Conference and Large-Scale Free Clinic and Health Education Event" at the county government building today. Deputy Governor Lin Chieh-hsing, E-Da Hospital Superintendent Tu Yuan-kun, Penghu County Council Speaker Chen Yu-jen, Director of the Kaohsiung-Pingtung Division of the National Health Insurance Administration (NHIA) Lin Chun-mei, County Government Secretary-General Lin Wen-tsao, Health Bureau Director Chen Shu-chuan, and the medical team gathered to witness the project's achievements.

Lin Chieh-hsing stated that since E-Da Hospital took over the "Penghu County Mountain and Offshore Island Medical Integrated Delivery System Project" (Penghu IDS Project) in 2017, it has not only dispatched specialists for on-site consultations but also established a two-way referral mechanism.

He noted that in recent years, E-Da Hospital has introduced AI-assisted interpretation systems and telemedicine, establishing a cross-island specialist network for secondary islands such as Wangan, Qimei, Jibei, and Niaoyu. Through AI interpretation of chest X-rays and cardiology remote consultations, a real-time life-saving network has been built for island residents, with plans to extend the project for another decade.

Lin Chun-mei remarked that E-Da Hospital’s execution of the Penghu IDS project has been an extraordinary effort. Over the past 10 years, it has provided 629 instances of cross-regional specialist consultations and telemedicine, significantly improving healthcare accessibility. On behalf of the NHIA, she expressed gratitude for the medical security provided to Penghu’s offshore residents.

Superintendent Tu Yuan-kun expressed that Governor Chen Kuang-fu, Deputy Governor Lin Chieh-hsing, and Director Chen Shu-chuan are his "benefactors" for giving him the opportunity to serve the people of Penghu. Over the past 10 years, he has visited almost every month—sometimes two or three times—accumulating over 500 flight tickets. He added that any patient at E-Da Hospital who identifies as a "Penghu resident" is given priority. In the past five years alone, 3,874 residents have benefited from 47 health outreach sessions or were referred to medical institutions for further care.

The Penghu County Health Bureau pointed out that since E-Da Hospital began the IDS project, the C-Hepatitis eradication program has reached a screening rate of 97.3% and a treatment rate of 100%, becoming a model for disease prevention on offshore islands. E-Da upholds the philosophy that "protecting the health of offshore islands is a long-term commitment" and will continue to strengthen AI smart medical applications to ensure that residents on every island in Penghu enjoy equal and high-quality health rights.

Representatives from various sectors in Penghu thanked E-Da Hospital for its decade of cross-regional medical care, expressing hope that Penghu will become the world's most "healing island." On behalf of Governor Chen Kuang-fu, a 10th-anniversary commemorative plaque and certificate of appreciation were presented.

Before the event, Pastor Liao of the Penghu Christian Church led attendees in prayer for the hospitalized Governor Chen Kuang-fu, thanking him for his emphasis on healthcare, and led a performance of the hymn "Flowers of the Field."

The Penghu County Government and E-Da Hospital also mobilized over 100 medical staff today at a "Mobile Hospital" in the square in front of the county government building, providing free services including breast ultrasound, electrocardiograms (ECG), arterial vascular testing, and traditional Chinese medicine acupuncture. Simultaneously, the Health Bureau set up six major health education booths covering drug prevention, mental health, all-age health checkups, elderly health promotion, dementia care, betel nut prevention, and food safety, attracting a large crowd.
