We are pleased to announce the seminar "2nd JERTS (Japan Emergency Life-saving Technicians Round Table Session) in Osaka," co-sponsored by our association and hosted by Stryker Japan.

This seminar, themed "A New Era for Hospital Ambulance Operations – Considering the Role of Hospital-Based Emergency Technicians and Recent Medical Reimbursement Revisions," aims to contribute to the further professional development of emergency life-saving technicians through sharing regional and national insights and best practices. Our association president, Dr. Tomonori Kirono, will serve as the session chair.

This year, the event will be held at the same venue (Grand Cube Osaka) during the 29th Annual Meeting of the Japanese Society of Clinical Emergency Medicine.

Please note that participation in this seminar is free of charge, and open to all—regardless of whether you are registered for or attending the Clinical Emergency Medicine Society’s annual meeting. We warmly welcome both attendees of the academic conference and those specifically interested in this seminar to join us.

About the Japan Association of Emergency Life-Saving Technicians

The Japan Association of Emergency Life-Saving Technicians is an organization dedicated to enhancing the quality of emergency medical care and contributing to public safety and well-being. It promotes environments where emergency technicians can develop their expertise through education and training, and advances the development and deployment of emergency care services to meet diverse societal needs.

Background of the Association’s Establishment

Since the enactment of the Emergency Life-Saving Technicians Act in 1991, the environment surrounding emergency technicians has changed significantly. With Japan’s aging population increasing patient transports and emergency medical demand, the Act was revised in 2021 to expand the scope of emergency technicians’ activities into medical institutions, aiming to reduce the workload of physicians and other medical staff.

In today’s rapidly evolving society, the expected roles of emergency technicians are expanding. To meet these needs and promote professional advancement, we established the Japan Association of Emergency Life-Saving Technicians to unify the collective will of emergency technicians nationwide.

Relationship with Public Servants’ Labor Rights and the Local Public Service Act

The Association does not engage in activities related to public servants’ fundamental labor rights (such as the right to organize, bargain collectively, or strike). Furthermore, we have confirmed with the Emergency Planning Division of the Fire and Disaster Management Agency, Ministry of Internal Affairs and Communications, and the Personnel Bureau that membership in the Association by individual emergency technicians who are local public servants (firefighters) does not violate the Local Public Service Act (confirmed in August 2023), as the Association does not engage in prohibited activities.

Relevant Provisions of the Local Public Service Act and the Association’s Policies:

Article 36, Paragraph 1 (Restriction on Political Activities): The Association does not engage in political activities or join political alliances. Article 52, Paragraph 5 (Employee Organizations) and Collective Bargaining: The Association does not conduct activities aimed at maintaining or improving working conditions through negotiations with local public entities (i.e., union-like activities). Article 38, Paragraph 1 (Restrictions on Employment in Profit-making Enterprises, etc.): While permission from the appointing authority (e.g., mayor) is required if compensation is involved, the Association operates without remuneration.
