About the Japan Emergency Medical Services Association (JELSTA) JELSTA is an organization dedicated to improving the quality of emergency medical care based on the expertise of paramedics rooted in education and training. It aims to create an environment where paramedics can pursue public happiness and develop new fields in emergency rescue to contribute to national safety and security.
### Background of Establishment Since the enactment of the Paramedics Act in 1991, the environment surrounding paramedics has changed significantly. With the increase in transport patients due to an aging society, the demand for emergency medical care has grown. In 2021, the law was amended to expand the scope of activities to medical institutions. JELSTA was established to consolidate the consensus of paramedics and promote professional development to meet these rapidly expanding needs.
### Compliance with Labor Rights and Local Public Service Act The association does not engage in activities related to labor rights (right to organize, collective bargaining, right to strike). It has been confirmed with the Ministry of Internal Affairs and Communications (as of August 2023) that membership for individual paramedics who are local government employees (firefighters) does not conflict with the Local Public Service Act, as long as the association adheres to the following policies: - No political activities or joining political federations. - No collective bargaining aimed at maintaining or improving working conditions. - All roles within the association are unpaid (unless permitted by appointing authorities).
