The Free Plan offers selected services of 'Rakuraku Hinan-kun' completely free for three years. Municipalities can easily provide real-time public updates on shelter opening status and congestion levels by simply submitting a list of evacuation shelters, with the information displayed via color-coded maps.
What is 'Rakuraku Hinan-kun'?
'Rakuraku Hinan-kun' is a system that utilizes smartphone-style all-in-one disaster communication devices 'Hazard Talk TUF-1' and dedicated readers to quickly read, register, and digitize the four basic personal details from evacuees’ My Number Cards, MyNA driver’s licenses, or QR codes. The system then aggregates and provides data to support efficient and appropriate shelter operations.

Background and Overview of the Free Plan
In recent years, frequent natural disasters have made digital transformation in shelter management and rapid information dissemination to residents an urgent priority for municipalities. However, challenges such as 'securing budgets' and 'complex system operations' remain common.
To support municipalities in taking their first easy step toward disaster preparedness digitalization, we are launching this Free Plan with the following features:
