Japan Systems Co., Ltd. (Headquarters: Shibuya-ku, Tokyo; Representative Executive President: Katsuya Matsuno; hereinafter, Japan Systems)'s "Administrative Management Support Service FAST Financial Accounting" (hereinafter, FAST Financial Accounting) and GMO GlobalSign Holdings K.K. (Headquarters: Shibuya-ku, Tokyo; Representative Director and President: Mitsuru Aoyama; hereinafter, GMO GlobalSign HD)'s e-contract service for local governments, "GMO Sign Gyokaku DX Electronic Contract" (hereinafter, GMO Sign), commenced cooperation on Wednesday, May 13, 2026.

Through this partnership, contract decision information (contract counterparty, contract details, contract amount, reasons for decision, etc.) managed by "FAST Financial Accounting" can be automatically linked to "GMO Sign," digitizing the entire process from contract execution to management. By centrally managing information between "FAST Financial Accounting" and "GMO Sign," the effort for duplicate entry is reduced, alleviating the workload of local government operations and preventing input errors.

Background and Overview of the Partnership

"GMO Sign" is a cloud-based e-contract service that provides one-stop solutions from contract execution to management. "FAST Financial Accounting," on the other hand, is a solution that strengthens the PDCA cycle (Plan, Budget, Execution, Settlement, Evaluation) in administrative and fiscal management and contributes to the promotion of local government DX.

Since the establishment of the "Digital Agency" in the autumn of 2021, digitalization of administration has been promoted in local governments nationwide. As of 2026, active utilization of digital technology is progressing in government agencies and local governments. Recently, e-contract services that digitize contract execution operations and financial accounting systems that centrally manage contract decision information between government agencies and corporations have been adopted by many local governments. However, when e-contract services and financial accounting systems are introduced separately, if there is no linkage between the services, issues such as duplicate management of contract information, increased man-hours, and increased workload for staff arise.

Kariya City, Aichi Prefecture, has been using "FAST Financial Accounting" integrated with "GMO Sign" since January 2026, and has already achieved reductions in human errors and improved operational efficiency.
