Enrise Solutions Co., Ltd., which handles the IT business of Enrise Holdings Co., Ltd. (Headquarters: Shibuya-ku, Tokyo; Group CEO: Katsuhiro Ago), which develops its business centered on DX, opened a base office in Niigata City on July 1, 2026. The establishment of this base will be driven by employees originally from Niigata Prefecture and Niigata City. Through the creation of locally rooted employment and the promotion of U-turn and I-turn migration, we aim to create an environment where local youth can build careers in the IT industry and contribute to solving the IT human resource challenges in the region.
Background of Establishment
Our company is celebrating its 13th year and has grown to over 200 employees. Meanwhile, our previous bases of operation have been concentrated in the Tokyo metropolitan area, and in recent years, opportunities for employees living in rural areas to participate in projects using remote work have been increasing. We have been considering regional expansion for a new growth phase.
Upon receiving an opportunity from Niigata Prefecture and Niigata City, we reviewed our internal structure and discovered that we have multiple employees from Niigata Prefecture with management experience. Leveraging the strength of personnel who understand regional issues to lead the establishment of the base, we decided to open an office in Niigata City.
Challenges Facing Niigata and Our Aims for Regional Contribution
Niigata Prefecture continues to face the following structural challenges:
There is a continuous outflow of population to the Tokyo metropolitan area, particularly among young people, making it difficult to secure human resources to support regional industries.
In addition to the concentration of IT-related companies in the Tokyo metropolitan area, the wage gap between local companies and those in the Tokyo metropolitan area affects the choices of individuals considering U-turn or I-turn migration.
While the foundation for training IT personnel is in place, with multiple universities and information technology vocational schools in the prefecture, there are not enough employment opportunities or career development platforms for individuals to thrive within the region.
By establishing a system to promote commissioned projects at the Niigata base in addition to remote support for Tokyo metropolitan area projects, we will create employment in Niigata while maintaining compensation levels comparable to the Tokyo metropolitan area. We will address the challenges faced by "young people who want to work in Niigata but are concerned about salary levels and career development" and promote the creation of an environment where they can build careers locally.

Members who deeply understand the region's culture and challenges will take the lead, working in collaboration with government bodies, educational institutions, and local companies to build a sustainable base rooted in the region.
Business General Manager: Originally from Niigata City, Niigata Prefecture. Possesses over 20 years of experience in the IT industry and IT services sector, with management experience in a wide range of areas including business strategy, sales, recruitment, human resource development, and M&A. Has led business growth as a responsible manager for businesses worth approximately 20 billion yen in the human resources and IT services industries. Will oversee the business strategy and organizational management of the Niigata base, utilizing extensive experience and broad knowledge.
Base Promotion Manager:
Originally from Niigata City, Niigata Prefecture. An engineer with over 25 years of experience in the IT industry and holds the international qualification PMP (Project Management Professional). Has managed projects of various scales, from large to medium, and has successfully led numerous projects. Will lead the establishment and project promotion of the Niigata base, leveraging extensive field experience and advanced management skills.

In my career in the IT and human resources service industries, I have been involved in business operations and organizational development, and have experienced the establishment of many regional bases. Through this experience, I have strongly realized that the success of a base is determined not only by policies, location, or systems, but also by the thoughts and passion of each employee who wants to "energize this region."
The establishment of the Niigata base this time was realized through the initiative of employees from Niigata who have a strong desire to contribute to the region's future. I am confident that by having members with a passion for the region take the lead, we can build a sustainable base rooted in the region. Furthermore, the disparity in salary levels between rural areas and the Tokyo metropolitan area, and the outflow of young people to the Tokyo metropolitan area, are common issues nationwide, not just in Niigata.
